Errors occurred accessing the preload notice database {0}.
Explanation
IBM® Mobile Portal Accelerator cannot finish execution of a SQL command. Check that the WebSphere Portal Server database is running without any errors. Run a select statement on MWP_PLN_RULES table to verify that the table is not locked.
