Reopening a Program

A program that has been denied or withdrawn from an application can be reopened because the agency made an error, a client presents with necessary information after denial, an appeal decision has been made to reopen the program, or for some other reason.

The worker can reopen a denied or withdrawn program on an application that is set to a state of 'Ready for Determination' or 'Disposed'. Alternatively, a withdrawn program may be reopened on an application in 'Submitted' status. A user can select the reason for reopening the program and enter comments. The agency can configure the reasons that are displayed to the worker. When the program on the application is reopened, the program reverts to a state of 'Pending' and the state of the application itself reverts to 'Submitted' (unless it was already in that state).

The agency can view a history of reopen details and withdrawal requests associated with a program on the application.

A program can have an intake timer associated with it, for example, an agency may configure the use of a program timer to process the application within a certain number of days. When a program is denied or withdrawn, the associated timer is updated with a status of completed and the end date on the timer is set. The agency can configure the timer to resume when the program on the application is reopened. The agency can configure the date used to resume the timer as either the date the program on the application was denied or withdrawn or it can use the reopening date.
