The Owner drop down list allows an administrator to define how the owner is assigned to an action. Two values are available for selection: 'User Creating Action', 'Any User'.
If 'User Creating Action' is specified, the owner of the action is automatically assigned to the user who is adding the action to the outcome plan.
If 'Any User' is specified, the owner can be specified by the user creating the action. The user will be able to search for a user when adding the action to the outcome plan.
