Global variables and the governor on VM

These are the changes made to the global variables and the governor exit control block for QMF Version 7.2:

• Global variables

  DSQA0_QMF_RELEASE is now set to '13'

  DSQA0_QMF_VER_RELS is now set to 'QMF V7R2.0'

• Governor exit control block DXEXCBA fields

  XCBRELN is now set to '13'

  XCBQMF is now set to 'QMF V7R2.0'
