You can start QMF to run a job in batch mode (DSQSMODE=B) without sending the job to the CMS batch machine. Invoking QMF for such a job means that QMF comes up and runs the procedure you specify with the DSQSRUN parameter.
For more information on passing parameters to QMF, see Customizing Your Start Procedure. Before doing this however, check the ISPF profile and ensure a value is entered for CONSOLE PROCESS OPTION. you for a CONSOLE PROCESS OPTION value.
