The 5.3.5.1 package has been withdrawn from the FTP site due to LTO encryption 
issues (see APAR IC53162 for more details).  

Download and use version 5.3.5.2 or later. 

If there is a specific requirement to use 5.3.5.1 and you are not using LTO 
encryption managed by TSM then contact customer support to receive a 
5.3.5.1 package.
