Cause . . . . . : A FORMAT literal can be specified in the FORMAT clause of the SPECIAL-NAMES paragraph, the FORMAT clause of a Data Description Entry, or as an argument of an Intrinsic Function. A FORMAT literal describes an item of class date-time.

Recovery . . . : Make sure a FORMAT literal is at least %2 characters long.
