The length of the UCS-2 literal is not a positive multiple of 4.

Cause . . . . . : A UCS-2 literal must have a length that is a positive multiple of 4. That is, in the literal there must be 4, 8, 12 etc. UCS-2 digits between the apostrophes. A UCS-2 digit can be 0 - 9, a - f, or A - F. Unspecified digits are set to 0 in the final character.
Recovery . . . : Specify a valid UCS-2 literal. Compile again.
