This class is a ripoff of org.eclipse.ui.internal.ObjectActionContributorReader.
We modelled our com.ibm.etools.systems.core.popupMenus extension point after the org.eclipse.ui.popupMenus
extension point, so it makes sense to model the code to support it after the Eclipse code to support theirs.
To that end, we have to replace (can't override for technical reasons) the reader class for the
tag and change it to:
- Read in extenders of our point from the register, vs the eclipse extension point
- Instantiate our actionContributor objects vs the eclipse versions

- Reads the registry and registers RSE popup menu contributors
found there.
