PQ54035: WELCOME FILE SETUP USING FSE DOES NOT SEARCH SUBDIRS FOR FILES

Error description
When a welcome page, set up as an html, is served via the File
serving enabler (FSE), if there are embedded files (such as
images) in the page, and the page is NOT in the doc root, but
a subdirectory, the embedded files are not found. For example
if a welcome.html is defined in the webapp root of "webapp",
it would be access via 
http://localhost/webapp.  If it located
in a lower directory, say, test, then 
http://localhost/webapp/
test will find the html, but will look for graphics in the
/webapp (webapp docroot) directory.

WebSphere cannot handle welcome file requests if
url does not handle in a slash.  The html page is
located but the webserver is looking in the wrong
location for relative images that may be embedded
in the page.
Problem conclusion
Modify the request uri to append a slash to the end
if the url is a welcome file request.  This will put the
webserver in the proper context for handling relative
images and hyperlinks.
Temporary fix
//wasdoc0/apars/pq54035/v4.0.1
Removed since this was a testFix and the code was later
rewritten.  This defect will be included in 4.0.2.
