Using XMLConfig to stop, start or restart an individual module at the Enterprise Application level is not supported

Problem
After configuring an XMLConfig import script to start and stop a Web module, the following error is produced:

Error: On line 1, Column: 259
Message: Attribute "action" must be declared for element type "web-module".
XMLC0139W: You may be using an incompatible XML config file.

Below is the example xml script:

Cause
In WebSphere® Application Server architecture, individual module is not supported with XMLConfig tool. A different administrative tool must be used for starting and stopping an individual module.
 
Solution

The DTD for WebSphere Application Server V4.0.4 did not contain the action for the individual module that allows starting and stopping from XMLConfig.

The above sample does not have the action set; therefore, it is not implemented.

In this case, only the entire enterprise-application can be started and stopped using XMLConfig.
