PQ66564: BOOTSTRAP CLASSLOADER ONLY LOADS RESOURCE PROVIDER WHEN IT IS REFERENCED BY AN APPLICATION MODULE.

Error description
There is a Redbook that discusses the details of the bootstrap
classloader, however the documentation does not explain when a
resource provider gets loaded. The quoted text below is from the
Redbook. Perhaps something like it, and/or the text following
it can be placed in the documentations discussion of bootstrap
classloader.
"The bootstrap classloader is also responsible for loading of
the resources, such as database resources, used by the
application server."
However, resource provider classes will only be loaded into a
server if an application module which is installed on that
server has a reference to a resource that is associated with
that provider.
Also, a user has only to specify the directory name of
Resource Drivers instead of jar files name on AdminConsole's
Resource Menu

the following classloaders to find and load new classes for
an application in the following order:
. The bootstrap, extensions, and CLASSPATH classloaders
created by the JVM.
. A WebSphere-specific extensions classloader.
. One or more application module classloaders that load
elements of enterprise applications running in the server.
Problem conclusion
Close this APAR as a documentation change.
