Error description
WAS 4.0.x plugin module fails to mark an unreachable Clone
as down and as a result failover to the other clone defined in
the ServerGroup does not occur.
Local fix Problem summary

* down after the plug-in had created *
* socket connection to the appserver, *

* down in this case. Therefore, no *
* failover to other appservers happened. *

Plug-in failed to mark the server down, and prevented the
right failover from happening.
Problem conclusion
For the case as described, plug-in needs to mark the appserver
down, so that the right failover will be done.
