PQ80260: Using a symbolic link from the DFS to the JFS file system to access the properties file, throws an error.

Error description
Problem:  When customer uses a symbolic link from the DFS to the
JFS file system to access the properties file, they get errors.

Customer said their application reads the properties.xml file.
The IBM project office has stated all properties must be on the
JFS system.

In USerServicesConfigServlet for testing I have added
getResouseAsStream() method and if null displying error message
as my name. (As per prodcution ocde it is
UserServicesConfig.class) We thought
fp 7 would solve it but it didnt help us so we have backed that
out. In stdout u will still see 4.07 as product. but now it has
been removed .
