PQ60697: AES 4.0.2 NON-ADMIN USER GETS "ACCESS DENIED" EVEN WHEN SECURITYIS NOT ENABLED AND AES FAILS TO START.

Error description
Customer did install WSAD and AEs as Administrater on the NT
server.  WebSphere does NOT have security enabled but users
trying to access console are getting "access denied" exceptions
when running as non-admin id.

  com.ibm.ejs.security.registry.nt.NTLocalDomainRegistryImpl for
  type Window due to exception: Access is denied.

It appears that, even though security is NOT enabled, that WAS
AEs still tries to initialize the NT user registry.
LOCAL FIX:
Must run as admin user.  This undesirable because customer does
not want all the developers to have admin privileges.
Local fix
Developer must be given admin privileges.

WebSphere initializes the user registry even if security is not
enabled.  The default user registry is Local OS.  This registry
requires root (or Administrator) privileges to initialize.
This failure caused the server to fail to initialize.
