Error description
In websphere 4.0.6 AE , after performing xml export from the
console , right after this action is being taken place icon tool
bar in the console disappears .
Local fix
WorkAround: Closing and opening console would fix the problem.

A code fix for APAR 
PQ71867 (a problem with XML Export from
console when the bootstrap port has been set to a non-default
number) re-initialized a new console object in order to retrieve
the correct bootstrap ports, which caused the tools bar to
disappear.
Problem conclusion
Instead of initializing new console objects to retrieve the
correct boostrap ports, the code was modified to call the static
console object methods to get the boostrap ports, in order to
solve the tools bar disappearing problem.
