Problem Description:

Customer (WebSphere Commerce Suite) currently has many EJBs and
servlets with many of the servlets depending on the successful
start of an EJB. The start order can be controlled by
manipulating the order that are placed in the deployment
descriptors yet this does not assure that they will be completly
started before the servlets begin to start.

The issue remains that if the EJBs are not completly started
before the requesting servelets begin to start then some errors
will occur.

Local fix
Workaround:
.
Customer currently is just started all EJBs to completion and
then begins the start of servlets.
