* RECOMMENDATION: Applying this fix will cure the problem of *
* a falsely signalled stoppage of adminserver. *
****************************************************************
When the adminserver is started from the services panel and
after it starts succesfully, the state in the panel should
correpsond to the actual state of the adminserver.

It was found that in Windows platforms that sometimes the
state in the panel is changed to stopped, even though the
adminserver continues to run fine.

This fix cures this false signalling problem.
Problem conclusion
Changed the usage of timeout property when the start of
the adminserver is tracked.
Temporary fix
