Error description
For install and uninstall and the LogEvent.sh script not using
the TMP Environment variable when set.  Install.sh and
unninstall_ptf_3.sh check for the TMP environment variable
and will use this setting.  The LogEvent.sh does not seem to be
Variable checking as the other two files, which seems to mean th
runs in it's own shell when called.
Local fix Problem summary

* PROBLEM DESCRIPTION: The LogEvent.sh (.bat) file that is     *
*                      packaged with the 4.0 PTFs does not     *
*                      create the LogEvent.std file in         *
*                      the correct directory when the TMP      *
*                      environment variable is set.            *

The LogEvent.sh (.bat) file writes the LogEvent.std file to
the current directory even if the TMP environment variable is
set.  This causes problems if the user has a read-only
directory where they are running the PTF install from.  Also,
when users set the TMP variable they expect the log files to
be written to the TMP directory and not the current directory.
Problem conclusion
The LogEvent.sh (.bat) file was modified to prepend the
directory specified in the TMP variable when writing to the
LogEvent.std file.  If the TMP variable is not set then the
LogEvent.std file will be written to the current directory.
