Upgrading from JSP specification 1.0 to 1.1 if using the jsp:include tag
 Technote (FAQ)

Problem
The flush attribute is a required part of the JSP™ 1.1 include tag; therefore, switching from specification 1.0 to 1.1 requires flush as a required parameter for include tags.

Solution
Taking JSPs running on older versions of WebSphere®, such as version 3.5.4 and other older versions using the JSP 1.0 standard, and deploying them in a JSP 1.1 environment, (WebSphere Test Environment) results in several errors at run time regarding a jsp:include tag that is not valid.

There is a syntactical difference in both the specifications for the <jsp:include> tags. The attribute flush="true" is an optional part of the JSP 1.0 specification; however, flush="true" is required in JSP 1.1.

The JSP 1.1 jsp:include tag should look something like this:

<jsp:include page="somepage.jsp" flush="true"/>
