Error description
The JSPBatchcompiler does not find JARs specified in a manifest
classpath.  For example, Foo.jar contains a manifest classpath
that points to Bar.jar.  There is a JSP, foo_test.jsp,
which imports classes from Foo.jar.  The Foo classes use
classes stored in Bar.jar.  When the JSPBatchcompiler is run the
following exception occurs:

JSPG0059E: Unable to compile class for JSP {jspName}: Class
mypackage.bar.Bar is not found in class mypackage.foo.Foo.

If the JSPs are not batch-compiled and foo_test.jsp is compiled
during runtime, then this problem does not occur.
Local fix
No workaround has been identified.

in the Manifest classpath for jar files located at the ear
level of an Enterprise Application.
Problem conclusion
The JspBatchCompiler will now parse the manifest classpath
for jar files located at the ear level of an Enterprise
Application and add those entries to the jsp compiler
classpath.
