PQ73224: REGRESSION - PQ60787 SUPERSEDES PQ58443 BUT MAKES NO INDICATION OF THIS IN THE README.

Error description
Customer had previously applied 
PQ60787.  Later, customer
decided to apply 
PQ58443.  This caused problems - behavior fixed
by 
PQ60787 was broken again.


PQ58443 regressed code applied by 
PQ60787.  Specifically,

PQ60787 delivers version 1.8 of AlarmThreadPool.class; 
PQ58443
delivers version 1.6.  This means that 
PQ60787 supersedes

PQ58443; however, this is not made clear in the 
PQ60787 readme.
Local fix
Readme needs to be fixed.
