Error description
Use of ../ in URI not handled correctly.
For example request dispatcher include of /a/b/../../a.jsp
returns a 404 even when a.jsp is correctly locatedin the
directory structure.

Problem conclusion
Defect PQ48883 introduced this problem. Changed the code to
clean up the URI.
