****************************************************************
The 4.0.6 fix pack fails because it cannot determine the version
of the IBM HTTP Server if the IBM HTTP administrative server
is not installed.

The error that is thrown is:
ERROR: Silent Mode: The IBM HTTP Server update is enabled
but the specified IBM HTTP Server Home 'IHS_UPDATE_HOME'
is not the version required (1.3.19.x) for this update.

The reason for this failure is the installation script checks
for the existence of the <IHS_HOME>/bin/adminctl file to help
determine if the installation is a 1.3.x or 2.0.x IBM HTTP
Server version. If the file is not there then it assumes that
the version is 2.0, which cannot be updated as part of the
fix pack update.
Problem conclusion
The fix pack installation scripts were modified to determine the
version of the IBM HTTP Server by executing the 'httpd -version'
command and then testing the return code. If that return code
is not 0 (zero) then it will then execute the
'apachectl -version' command to determine the version.
