PQ55190: "NO TARGET SERVLET CONFIGURED FOR URI" AFTER STOPPING ENTERPISE APPLICATION AND THEN STARTING IT BACK UP

Closed as program error.

Error description
Customer stops the enterprise application. Customer attempts to
serve a resource from that application and receives a 404 error.
Customer starts enterpise application back up and still receives
a 404 error. The error seen in stdout is:
"No target servlet configured for uri"
There are other scenarios that can cause this error. The fix for
this error message should cover all of the possible scenarios
that cause the error to occur.

Requests to a stopped web app can be misdirected to an
active web app.  Once a URL is associated with the
wrong web app (WebGroup) all new requests to the same URL
(that are serviced by the same ServletRequestProcessor) are
sent to the wrong web app.  This is because new requests
are dispatched via the InvocationCache.
Problem conclusion
By not unregistering the Root URI of a web app when it is
stopped requests are handled correctly (the client is sent
an error message).

If the web app is restarted then it will again service
requests.
