Abstract
XMLConfig Import fails because of missing <node-start-state> tag for server groups in the xmlconfig.dtd file that ships with WebSphere® Application Server V4.0.2.

PQ58106 resolves the following problem:

ERROR DESCRIPTION:
Problem only occurs with WebSphere Application Server V4.0.2 with server groups and clones. The XML export works fine. However, the import fails because of a problem with the <node-start-state> and </node-start-state> tags which are not included in the xmlconfig.dtd file.

LOCAL FIX:
The workaround is to remove the <node-start-state>, </node-start-state> tags from the server-group area in the xmlconfig file.

USERS AFFECTED:
All WebSphere Application Server V4.0.2 users of XMLConfig

PROBLEM DESCRIPTION:
WebSphere Application Server V4.0.2 with Server Groups, XMLConfig import fails.

The xmlconfig.dtd file that ships with Fix Pack 2 for WebSphere Application Server 4.0 does not contain
the tag <node-start-state>. This missing tag in the xmlconfig.dtd file causes XMLConfig imports, that have server-group information to fail because the xmlconfig.dtd does not know how to handle the tag present in the import file.
