PQ61191: AFPA.SYS NOT BEING INSTALLED BY WAS 4.0 PTF3

Error description

PQ54931 was written against IHS to correct a NT BSOD issue
related to a corrupt afpa.sys driver.  IHS Development
has provided a new afpa.sys with IHS 1.3.19.2 which has this
NT BSOD fix in it.

IHS Development indicated the zip file they sent to
WebSphere to be used for WAS ptf3 included in the new afpa.sys.
The name of the zip file IHS Development sent was
nt_1.3.19.2_apserv-047.zip.

When installing WAS 4.0 PTF3 and selecting the option to upgrade
IHS, the IHS WebServer does get updated to IHS 1.3.19.2, but
the afpa.sys never gets installed. The new file should be
installed in the c:\winnt\system32\drivers directory.

The afpa.sys does get installed correctly, if IHS 1.3.19.2 is
installed seperately. IHS 1.3.19.2 from the IHS download site
does install the new afpa.sys file.  Only when installing IHS
1.3.19.2 from PTF3 does this problem occur.
Local fix
The local fix is to download the efix provided in 
PQ54931
from the external efix site and install the afpa.sys driver
or install IHS 1.3.19.2 seperately.

The installation of 4.0.3 does not place the afpa.sys file
in the proper location.  The original need for the new version
of afpa.sys was for APAR 
PQ54931, in which fixes a
"blue screen" from occurring when using IHS and afpa is
enabled.  This file should be placed in
%windir%\system32\drivers instead it is placed in
%IHS_UPDATE_HOME%\system32\drivers.
Problem conclusion
This APAR will be included in 4.0.4 when and if it is released.
The PTF installer will extract the afpa.sys file from the
ihs_ptf_4.jar file and move it to the
%windir%\system32\drivers directory and then run an executable
called AfpaCmd.exe that will install it.  This will all be done
under the covers and the user will not have to interact with
this part of the ptf install.  This installation will occur
when the user chooses to upgrade IHS.
