per specification of RFC 822 it is valid to set
Content-type: text/plain; charset="us-ascii"

websphere 4.0.x and websphere 5.0.x doesn't allow
to set this and overrides with default encoding.

set Content-type: text/plain; charset=us-ascii
Problem summary

* USERS AFFECTED: WebSphere Application Server developers      *
*                 who use quoted url encoding.                 *

* PROBLEM DESCRIPTION: When a jsp or servlet uses quoted url   *
*                      encoding such as "UTF-8", web engine    *
*                      complains about invalid encoding. This  *
*                      violates servlet spec.                  *

Web engine did not strip double quotes around URL enconding.
Problem conclusion
Stripping the double quotes around the url encoding string
fixed the problem.
