* PROBLEM DESCRIPTION: The processing of HTTP headers was not  *
*                      optimal, causing more CPU to be used    *
*                      for this processing than necessary.     *

A new java String object was being created for each HTTP header
name.  HTTP header names are generally well-defined, so we now
cache these names to avoid having to create a new String object.
Problem conclusion
HTTP header processing is now more efficient.
