Error description
If the broker currently has a large number of subscriptions, it
can fail to recover them on restart.
Local fix
For WEMPS, the queue sizes containing the subscriptions can be
adjusted to only allow a certain number of subscriptions.
  On AIX:  15,000 subscriptions
  On all other distributed platforms:  30,000 subscriptions

WEMPS uses queues to store subscription messages.  When WEMPS
is installed, a limit can be applied (maximum queue depth) -
this maximum can been updated to ensure that the broker can
always recover.

Improvements in this area will be considered for possible
inclusion in the future.
