Error description
The <Load-at-startup> tag is supposed to tell the servlet
engine in which order to load classes when a webapp is started.
The lower the value, the higher in priority the class. Values ,
that are missing are supposed to loaded at any time during
startup.  However, WAS's AAT does not allow empty Load-at-startu
tags and those that are manually changed are not loaded at all
at startup.

<LOAD-AT-STARTUP parameter for servlets is set to zero or
negative value the servlet never gets loaded at startup, which
is against the servlet specification.
Problem conclusion
Changed the code to support values for 0 and negative for load
-at-startup parameter.  This fix will be available in 4.0.3
and later.
