Error description
The customer is receiving a 404 errors in the browser when
trying to hit the "BigEdWebApp" application.  There appears to
be plugin Uri matching issue created when using rewriting
modules.

When mod_rewrite would rewrite a URL that was destined for
WebSphere, the plugins would end up using the original
URI at one stage of the processing, causing the request to
fail.  The plugins were pulling the URL from two different
places ( one encoded, the other not ) - only one of those
places actually gets changed by mod_rewrite ( or any other
IHS/apache module that modifies the URL ).  The plugins would
try to use this inconsistent pair of URLs to handle the
request, and fail.
Problem conclusion
Modified the plugins so they only pull the URL from the one
place that they're supposed to.  The change was made to both
the IHS and iPlanet plugins.  IIS and Domino don't have the
problem.   ( For iPlanet the problem can be triggered by
anything that launches subrequests, like server side includes.
The iPlanet SSI problem was already addressed in 
PQ62167 -
this APAR addresses it in a more general fashion, and should
prevent new problems of this nature in either of the two
plugins ).
