Allow user transaction methods inside ejbCreate() for stateful
session beans.

*                      ejbCreate() method of bean-managed      *
*                      transaction EJB                         *

When calling userTransaction.begin() from within the
ejbCreate() method on an EJB using bean-managed transactions,
the EJB container incorrectly throws an IllegalStateException.
Problem conclusion
A fix has been made to the EJB container to prevent this
problem.
