           config file
ws_common: websphereBeginRequest: Config reloading FAILED; using
           old config
The customer's environment:
           Machine: Compaq Dual 1Ghz - 1GB Memory
           O/S: Windows NT Server 4.0 - SP6a
           Application Server: WebSphere 4.0 AE - Fixpack 3
           IBM HTTP SERVER 1.3.19.2
           DB2/UDB 7.2 FIXPACK 5
We sent to the customer three debug moduls to test them, the
results are stored on \\wasdoc0\pmrs\89665370000 directory
Local fix
- to restart IHS(IBM HTTP Server)
- to reboot the box if reboot did not help

Due to a problem in cleanup code, the plugins were
leaking a file handle and a small amount of memory every
time the plugin-cfg.xml was refreshed.   The leak happens
every time the plugin-cfg.xml is changed, so production
systems where the plugin-cfg.xml is changed very rarely
will probably not notice this problem.
Problem conclusion
Fixed the code so the memory and file handle are released
on refresh.
Temporary fix
The leak is triggered by re-reads of the plugin-cfg.xml, so
reducing the number of changes to the plugin-cfg.xml will
slow down the progress of the leak.
