Closed as program error.

Error description
This eFix is simply a replacement "soap.jar" file for
installation in the <WebSphere/AppServer>/lib
directory.  This new soap.jar contains SOAP version 2.3, the
soap.jar being replaced contained
SOAP 2.2.2.  The difference between SOAP 2.3 and SOAP 2.2.2 is
bug fixes.  Specifically, of
interest to this APAR, is apache.org bugzilla bug, and fix,
number 2507.
When establish a communication via SOAP over HTTPS (in the
context of UDDI), SOAP 2.2.2 simply
ignores the HTTPS proxy settings.  This situation is fixed by
2507.
This APAR is being created at the request of Chris Ballam of
WEB,103 and Dan Mainiero of WAS development for PMR
26851,84M,000.
