Abstract
After applying fix pack 6 to WebSphere 4.0.x, the application server may fail to start, and the application server stdout log contains the message JSPG0103E: Unable to open taglibrary.

Customers with applications using Xerces may get errors after installing PTF 6. The full error is similar to the following:

Apply PQ76047 to WebSphere 4.0.6 to resolve "Unable to open taglibrary" errors in the application server logs.
