In WAS 4.0.4 multi node environment, when one node is down the
server group will not start.

In multi-node environment, if any of the nodes is down,
starting server group will fail.
The following exceptions may be seen:
com.ibm.websphere.csi.CSITransactionRolledbackException or
com.ibm.ejs.sm.exception.ActiveObjectTerminatingException
Problem conclusion
During the start of server group on a multi-node cluster, if
any node is down, clones on this node will be skipped.
