PQ52597: CANNOT SET PATH VARIABLE TO ACCESS .DLL OR .SO FILE FROM A JNI CALL

Error description
After going to the app server Admin Console, selecting the
environment button , then adding the path as a name/value pai
 in the environment editor, our values are not stored.

This is a problem in the ActiveEJBServerProcess code in how it
sets up the java.library.path variable.
Problem conclusion
ActiveEJBServerProcess will be changed to incorporate any
settings of the java.library.path variable made in the JVM
Settings to this path. Right now if they set java.library.path
in the JVM Settings panel, a full replace is done.  This will
cause other drivers to fail.  So we need to detect if
java.library.path is set in JVM settings and prepend it in
the approriate place.
