Error description
JSPs that have numerals as a first value do not compile. This
an known internal defect per TK/L3 and has been fixed in 4.0.2.

Jsp file names starting with a number fail to compile
since the jsp compiler uses the jsp name to build
the class file name. Since this is not a valid
java class name, a compilation error occurs.
Problem conclusion
Modified the code to allow invalid java characters
to be used in the first character of the
jsp file name.
