PQ52029: UTF-8 CHARACTERS NOT WORKING CORRECTLY FOR JAPANESE

Error description
CMVC Component:
WEBSJAVA.NLS
This problem was originally fixed in WAS 3.5.x with defect
85699.  This is now a regression in WAS 4.0.1 and the customer
requests an EFix as soon a possible.

Problem:
Japanese characters are returning incorrectly when using UTF-8
as the charset. Customer has provided a testcase. Globalization
team has verified this as a defect (Dennis Hebert, SangWon Oh)
.
Same testcase passes on 3.5.4.

Characters are entering into a servlet, the servlet then returns
 from the app server a string that has extra characters from the
 original string.

Local fix
There is no workaround available.  Customer needs a test fix,
then EFix as soon as possible.
