PQ71867: XML Export from console when bootstrap port has been set to a non 900 port number, exports it as port 900.

Error description
Senario:
Customer edits the admin.config to change the bootstrap port
from the default of 900 to another valid port number.
com.ibm.ejs.sm.adminServer.bootstrapPort=2001
The change is saved, WebSphere Admin Server is recycled. They
statup the Admin Console and do an export, which completes
without error. However, when the export file is edited it shows
<bootstrap-port><900></bootstrap-port>
which is incorrect. This occurs with WebSphere version 4.0.1,
4.0.2, 4.0.3, 4.0.4, and 4.0.5.
When exported via command line utility the bootstrap port
exports correctly.
Local fix
Use XML Export from command line to pull correct information.

Problem conclusion
The execute() method on ExportCommand.java missed checking the
bootstrap port which the user specified in admin.config and was
stored in the ORB config property during WebSphere startup.
The APAR added the necessary check for the bootstrap port when
the user changes the bootstrap port to a non-900 number in
admin.config and does xml export through admin console.
Temporary fix
The stand-alone test fix has sent to the customer for test on
4/8.
