Error description
If a classpath is in the jvm properties and you try to remove
the classpath with a xml import the entry is not removed from
the database.  Using xml imports you can change the classpath
to other but cannot remove it from the database.

XMLConfig doesn't remove the jvm properties such as
system-properties, classpaths. As such there is
no "remove" action associated with these elements.
Problem conclusion
Specifing empty tags like (<system-properties/>, <classpaths/>)
will completely remove the entries and if you don't specify
these tags then its last updated values will be retained.
Fixed code in JVMConfigConfig.java file.
