Problem description:  WebSphere installation does not install under all websites under IIS 4.0

How to apply efix:

  - If not done already, go into the WebSphere administration application.
   and add aliases for all of the websites that you want to run WS with.
   
  - Copy IIS40CFG.EXE and IIS40LIB.DLL to the Websphere bin directory.
    ( be sure to get the right version, there is one for 3.02 and one for
      3.5 )
  
  - Run IIS40CFG.EXE - this pops up a dialog box that allows them to
     either install or uninstall the WebSphere ISAPI filter plugin
     to all of their websites.  


Notes about the problem:

        The original IIS40LIB didn't create the sePlugins VDir for 
all of the websites hosted by the IIS 4.0 install - without those 
VDirs, WebSphere could only run on the default website.

        This fix also correctly links the samples directories
for people running version 3.02 of WebSphere.  ( this should
already work for 3.5 )
