Description/symptom of problem: When a JSP has a taglib tag similar to the following: <%@ taglib uri="http://my.co.com/subdir/mytaglib" prefix="implicity" %> and the mytaglib.tld is under WEB-INF/subdir of the WAR, WebSphere JSP Engine can not find the .tld file. JSP Engine should load .tld file from WEB-INF if the taglib specified in a jsp is a WEB uri. It is clearified in JSP spec 2.0 but JSP Engine that implements jsp spec 1.2 should follow the same rule. The root course of this problem is that JSP Engine did not search WEB-INF as it should; it threw FileNotFoundException instead. The fix should not change any other behaviour of the JSP Engine except loading .tld files from WEB-INF and its subdirectories.
