Error description
Global security is turned on and user has been given access to
'configurator' EJBROLE in RACF.
User with configurator EJROLE in RACF attempts to create
a new application server from the admin console and is unable
to do so.   Messages in the dmgr log are as follows:
BBOO0220E ADMR0021E: User xxx does not have the
required role for accessing restricted document.

With Global security enabled, a user that has 'configurator'
EJBROLE access in RACF is unable to create a new application
server.
Messages in the DMGR Servant log are as follows:
BBOO0220E ADMR0021E: User xxx does not have the
required role for accessing restricted document.
Problem conclusion
A check is performed for administrator and configurator roles.
If either holds true access is granted to delete and create
application servers.

APAR PK13750 is currently targeted for inclusion in SERVICE
LEVEL W502039 of WebSphere Application Server V5.0 for z/OS.
