APAR status
Closed as program error.

Error description
For each status code an object is created with an indication if
it is an error or not (which tells us if we need to close the
connection).  SIP created another object for the same code,
401, and they indicated that it was an error.  SIP needs to be
modified for this specific case so it will not indicate an error
condition.

The SIP Channel was overriding the HTTP Channel's definition of
the 401 status code which was not allowing persistence.
Problem conclusion
The SIP channel should correct its definition of the 401 status
code to match that of the HTTP channel.

APAR PK52141 is currently targeted for inclusion in Service
Level (Fix Pack) 6.1.0.13 of WebSphere Application Server V6.1
for z/OS.
