PQ85246: Security setting com_ibm_Server_Security_Enabled is not being picked up from the security.xml to the was.env.

Error description
When security properties are defined for an individual server, a
security.xml file is created for that server.  This security.xml
file contains the differences that this server has from the node
security settings contained in the node level security.xml.
When a server starts the two security.xml files are coalesced to
determine the security settings for the server.  The same fusing
of these files should occur when the transformer is run that
creates the was.env for the server, but there appears to be some
problem because the variable com_ibm_Server_Security_Enabled
does not get entered into this file.

This apar will address the fact that the security setting is not
being picked up from the security.xml to the was.env (via
transformer).

Problem conclusion
The Transformer was modified to ensure the variable ends up in
the was.env.
