Problem conclusion
Switch the implementation to use MVS APIs instead of OMVS
UNIX commands. Filesystem interaction (ex. checking for
write permission before attempting to write) is reduced the
minimum amount necessary.

APAR PK53704 currently targeted for inclusion in Service
Level (Fix Pack) 6.0.2.25 of WebSphere Application Server V6.0.1
for z/OS.
