PQ85256: applyPTF.sh marks the system updates complete when there are warnings

Error description
After applying W502000 level of WebSphere, customer encountered
some problems when invoking applyPTF.sh - PostInstaller.
W502000.log shows the following:

EDC5111I Permission denied.
Warning: Failed to create symbolic link from
/data/WebSphere/V5R0M0/AppServer/bin/wsdeploy.sh  to
/usr/lpp/zWebSphere/V5R0M0/bin/ws
.
The customer was able to fix the problem that caused these
warning, but when invoking the applyPTF.sh again, the following
shows:

  No post install service pending, no action taken. Tue Nov 25
.
The applyPTF.sh will be redesigned so it does NOT mark
PostInstall action complete when there were Warnings allowing
for easier recovery.
Local fix
Contact L2 support if you need to recover from any
warnings/errors you encountered during applyPTF.sh run.

The post installer marks the system updates complete when there
are warnings. This is by design, however some "warnings" should
really have been reported as "errors". Whether something is
reported as an "error" or "warning" is up to the developer that
writes the post installer script, not the post installer
framework.
Problem conclusion Temporary fix Comments
The post installer in a future release (Multi-Product PTF Post
Installer) will be more stringent to what is considered an
"error" versus what is a "warning". This is because post install
actions will be completed by existing core ANT tasks that will
automatically throw exceptions (error) when they fail.

This APAR is being closed FIN with concurrence from the
submitting customer. A solution to this problem will be
delivered in a WebSphere Application Server for z/OS release
within the next 18 months.
