APAR status
Closed as program error.

Error description
The failure is caused by having backlevel code for the JMS Event
Broker. This code level contains incorrect permission and
authority bit settings. The settings are the items reported as
a problem in the BBOWJWC job.
Local fix
Change-directory (cd) to the pubsubroot directory and unpax as
follows:
cd /WebSphere/V5R0M0/MQSeries/pubsubroot
rm bin classes lib lil messages template
pax -rf ../../bin/jmsEventBroker.pax.Z -px
Note: in order to perform the pax, the user needs to be
authorized to write to the HFS. Also, this bypass requires
that files be installed into the HFS with EXTATTR(APF) set.
The user ID you use must be a superuser (UID=0) or have read
access to the BPX.SUPERUSER resource in the RACF facility class.
The user ID you use must have read access to facility class
resources BPX.FILEATTR.APF and BPX.FILEATTR.PROGCTL
(or BPX.FILEATTR.* if you choose to use a generic name for both
resources).
For example:
RDEF FACILITY (BPX.FILEATTR.PROGCTL) OWNER(SYS1) UACC(NONE)
PERMIT BPX.FILEATTR.APF CLASS(FACILITY) ID(IBMUSER)...
                                             ACCESS(UPDATE)
SETROPTS RACLIST(FACILITY) REFRESH
SETROPTS RACLIST(STARTED) REFRESH
RDEFINE FACILITY BPX.FILEATTR.SHARELIB UACC(NONE)
PERMIT BPX.FILEATTR.SHARELIB CLASS(FACILITY) ID(IBMUSER)...
                                             ACCESS(READ)
SETROPTS RACLIST(FACILITY) REFRESH
