* RECOMMENDATION:                                              *
****************************************************************
ARM starts the server on an alternate system using the same
start command that was used to start it on its home system.
The start command contains the path to the was.env used by
that server. The alternate server did not have the necessary
information to locate that was.env file. In addition, the
documentation did not state a recommended configuration for
using peer restart and recovery. An incorrect configuration
greatly increases the chances of seeing this condition.
Problem conclusion
Code was added to allow the server to read the configuration of
other servers when starting out of place.
