Closed as program error.

Error description
If WebSphere is running when TCP/IP is brought down
(recycled), App Server controller will get into a loop consuming
CPU and filling up SPOOL space. The following error appears in
error log (SYSOUT):
                                                               .

                                                               .
Note: This apar fixes only the loop condition. If TCP/IP goes
down for some reason, WebSphere needs to be recycled to recover.

The problem surfaced after JAVA shipped multicast support.
Local fix
Recycle WebSphere.
