there is no work to do.  It must work faster.

A new algorithm is needed for this post install job step.

Problem summary

* PROBLEM DESCRIPTION: Slow server startup performance when    *
*                      using the new post installer server     *
*                      procs. This internal defect addresses   *
*                      the APAR PQ79029.                       *

When the post installer shipped in W500104, a new multi-step
server proc was introduced to call the post installer before
starting the server. The time to start a server has increased
because of the new processing that occurs.
Problem conclusion
Support was modified to reduce the number of instructions that
are run by the post installer step of the proc to help improve
server startup times. This improvement will only be noticable
after the server has been restarted at least one time after
applying or rolling back service. Also see APAR

more information on reclassifiying the BPXBATCH step of the new
server procs for additional performance benefits.
