APAR status
Closed as program error.

Error description
When PMI is enabled and a web service application is stopped,
and then restarted, a NullPointerException is thrown.  This
prevents the application from starting up.

This problem was reported on 5.1.1.1 on a Windows 2003
environment and then now being fixed for Z/OS.
Local fix
1.  Disable PMI or
2.  Stop and restart the entire application server then start
the application (or have it start upon application server
startup)

NullPointerException is thrown when a WebService application
is stopped and then restarted.
Problem conclusion
With PMI enabled, WebService applications can now be stopped
and restarted without incurring a
java.lang.NullPointerException.

The following steps can also be taken to alleviate the issue:
  1.  Disable PMI or
  2.  Stop and restart the entire application server then start
      the application (or have it start upon application server
      startup)
