APAR status
Closed as program error.

Error description
If you turn on debug mode for the nodeagent via the adminconsole
using:
System Administration - node agents - <nodeagent> - Process
  Definition - Control - Java Virtual Machine and click on the

Debug Mode checkbox, and save.
Then if you restart the nodeagent it will abend on DC3 and the
nodeagent will never come up.
The only way to get the nodeagent to be come up is to "edit"
the control.jvm.options file to delete  "=true" at the end of
"-Djava.compiler=NONE -Xdebug -Xnoagent
 -Xrunjdwp:transport=dt_socket,server=y,suspend=n,
address=7777=true"
which appears invalid.
After which the nodeagent will start fine.

This problem may occur after checking the Debug Mode checkbox on
the Java Virtual Machine (JVM) panel for a server's Controller,
for example: "System Administration > Node Agents >
<naname> > Process Definition > Control > Java Virtual Machine >
Debug Mode".  The WebSphere transformer that converts the
debug arguments into a z/OS control.jvm.options file erroneously
appends the string "=true" to the last debug argument, which
causes the server to ABEND the next time it is started with
codes ABEND SDC3 U0000 REASON 000C0008.

Possible error messages associated with this error include the
following, visible at the Controller's joblog:
"BBOO0158E JVM ABORT API DRIVEN. JVM ABORTING." and
"Invalid listen port number: 7777=true".
Problem conclusion
The transformer problem was corrected.
