Closed as program error.

Error description
Admin console does not accept lower case admin id and password -
treated as unauthorized user.
With the userid in lowercase.  The errors may surface as:

BBOS0108E Credential handling function RunAsGetSpecCredAuth
failed in Routine IRRSIA00 with  SAF Return Code (hex): 8
RACF Return Code (hex): 8, and RACF Reason Code (hex): 10.
Followed by:
SECJ0055E: Authentication failed for wsadmin.

The user id or password may have been entered incorrectly
or misspelled. The user id may not exist, the account could have
expired.

The local OS Registry for z/OS is RACF, which always requires
UPPERCASE UserIDs and Passwords.  Most MVS applications are
case insensitive, so for use with RACF the expectation is that
WebSphere would UPPERCASE all RACF UserIDs and passwords.
Problem conclusion
UserID and Password are now uppercased upon logon when using
local OS Registry.  Uppercased UserID continues to be used for
the rest of the user's session.
