APAR status
Closed as program error.

Error description
When the servant region of a server abends during the server
initialization leaving only the controller region active, the
admin console will report that server as started despite it
not being in a state ready to service requests.

WebSphere Administrative Console indicates active status for
servers on the Application Servers panel before the servers are
ready to service requests. This problem is caused by the server
state being set to started before the minimum number of Servants
are finished starting.
Problem conclusion
Code was updated to wait for minimum number of Servants to
finish starting before setting the server's state to started.
