Error description
When customer attempts to change a password in Security, JAAS
Configuration, J2C Authentication Data, he receives an Error 500
and:
javax.servlet.ServletException:
com.ibm.ws.console.security.ConnectToRuntimeException:null
An overview of why this happened:
The file permissions being set incorrectly caused MQ to not be
found.  This caused the ListenerPortProxy to register, but not
the ListenerPort.
When the mbean server called the ListenerPort, it called the
proxy and died...
This corrupted the other proxies and in general mbeans died.
Note:  If the real mbean didn't register, then the proxy will go
away.  If the mbean fails, we do not want the proxy either since
our mbean is 2 parts (mbean + prozy).
Local fix
Assure the MQ HFS files and directories have adequate permission
bits set.

When the Websphere MQ JMS Java feature is enabled and the
identity associated with the Controller Region Process does not
have the authority to access the path specified by the
environment variable MQ_INSTALL_ROOT, the registration of the
ListenerPort mbean proxy is not completed. That corrupts other
registered mbeans notification handling. This has an effect on
the administrative console functions, one of which is to be
able to change a password in Security, thus producing Error 500.
Problem conclusion
Verify the existence of the WebSphere MQ Java Feature classes
before an attempt to use them. Issue BBOJ0093W message only once
if WebSphere MQ Java Feature is installed but unavailable to
the identity of the Controller Region process.
