When running WebSphere Application Server zOS with Security ON,
The Node agent may occasionally abend with OC4 in BBOSEC
skipThisMech(char**,unsigned short,char*,char*).

Local fix Problem summary

* PROBLEM DESCRIPTION: An ABEND0C4/ABENDS0C4 occurs in         *
*                      the controller region of WebSphere      *
*                      Application Server for z/OS when        *
*                      processing a Privileged Authority in    *
*                      the security CSI tag of an IOR.         *
****************************************************************
* RECOMMENDATION:                                              *
****************************************************************
The handling of the CSI's Privileged Authority requires the
correct number of authorities to process. This number of
privileged authorities gets corrupted during processing causing
the current data index to refer to a wrong storage location.
When an attempt is made to access the data at the current data
index location, an abend ABEND0C4/ABENDS0C4 occurs.
Problem conclusion
Changed the handling of the privileged authorities so that the
number of privileged authorities is no longer corrupted.
