Error description
When issuing any of the following commands, the appropriate .xml
files are update, but the changes are not propagated into
was.env file - transformer was not ran.

wsadmin -conntype none -c securityoff
wsadmin -conntype none -c securityon <user> <pw>
wsadmin -conntype none -c LTPA_LDAPSecurityOff
wsadmin -conntype none -c LTPA_LDAPSecurityOn <user> <pw> <ip>

Local fix
After issuing one of the above commands, run the following
script to invoke transformer manually:

<WebSphere Root>/AppServer/bin/wsc2n.sh -X
Problem summary

* PROBLEM DESCRIPTION: After performing a wsadmin command with *
*                      -conntype none, some configuration      *
*                      changes were not reflected at runtime.  *

The customer would see this error whenever they used wsadmin
with conntype none, also known as a local connection.  The
customer would notice that some configuration changes are not
reflected at runtime. For example, if they turned off security
using wsadmin -conntype none, it would not be turned off
properly.
Problem conclusion
A direct call to the transformer is now used in the conntype
none case for wsadmin.
