CloneID portion of JSessionID is not returned from WebSphere
Application Server z/OS V5 AppServer to the client (browser)
when the AppServer is configured in Network Deployment mode.

The CloneID was not being initialized because the object used
to retrieve the CloneId setting was initialized after this call;
therefore setting the CloneID to null.
Problem conclusion
Changed the code processing to initialize the CloneID during the
creation of the Session Context since there is one context per
web application which guarantees that the CloneID will always
be initialized.
