APAR status
Closed as program error.

Error description
When invoking wsadmin against a cell that is remote,
results returned by the $AdminApp command are inconsistent
regarding the location of the cell. For example, the command
$AdminApp getCell
or
$AdminApp list
returns the remote cell information. However, when invoking
$AdminApp install
or
$AdminApp installInteractive
wsadmin assumes the local cell to install.
Local fix
specify the remote cell explicitly on the wsadmin call.
