Enabling Agent-Controller on WebSphere Application Server for z/OS. Setting LibPath and Clarification of APAR PQ79646

Problem
When configuring the libpath for WebSphere® Application Server for z/OS Agent-Controller through the Admin Console you may be drawn to APAR PQ79646, but discover it is intended to help set the JVM libpath which is not the same as your goal
 
Cause
Explicit steps to set libpath for Agent-Controller not provided
 
Solution
Use the following steps to configure the z/OS Agent-Controller libpath through the Admin Console:

Update the server_region_libpath via Admin Console
Servers -> Application Servers -> <ServerName>
-> Process Definition -> Servant -> Environment Entries
-> New
And, added these values.
Name : LIBPATH
Value : usrlppIBMRAClib
Description : USS libpath
-> Apply -> OK -> Save

To confirm, you can check the two files
under ../servers/<ServerName> directory,
not ../nodes/<NodeName> directory.

In server.xml files
<environment xmi:id="Property_1080085348267"
name="LIBPATH"
value="/usr/lpp/IBMRAC/lib"
description="USS libpath"
required="false"/>
And, in was.env
server_region_libpath=/usr/lpp/java/IBM/J1.3/bin:
/usr/lpp/java/IBM/J1.3/bin/classic:
/NT01/AppNT1/lib:
/usr/lpp/IBMRAC/lib

You should be able to bring up server successfully now.
