Error description
We are attempting to set a header after it has already been set.
This causes us to issue SESN0066E which is confusing to the user
although it can be ignored in this case.  This makes the user
feel he needs to take some action based on the following text:
Explanation: SESN0066E: Response is already commited to client
so session cookie cannot be sent to client.  Correct application
to get an http session before writing anything to response.
Local fix
Message may be ignored in this scenario.
