Error description
Inconsistent display of cluster on the ADMIN Console.
even if the servers are started and they are a member
of a cluster, the cluster status is not automatically
updated to show it is started. To update the cluster
status, you must manually start the cluster.

If you start the AppServers via the MVS console, on
the AdminConsole the AppServers will show running but
the Clusters will not.   So for the Cluster status to be
correct, you need to start the AppServers via the AdminConsole.

An incorrect display of the cluster status on the Administrative
Console occurs if the servers of a cluster are not started via
the Cluster panel.  The cluster status will show stopped when
viewed from the Clusters panel.

For instance, when servers of a cluster are started via commands
issued from the z/OS console, the status for these servers
displayed on the Clusters panel of the Administrative Console
will show stopped.
Problem conclusion
Enable the correct cluster status processing on z/OS.
