Closed as program error.

Error description
When configuring IJP through customization dialog, one of the
steps is to reserve port 5558, as shown in BBOTCPII member:
.
5558 TCP WMQXMSTR ; JMS Server Queued Address port
.
However, if this is done, the customer receives the following
error in the j2ee server:
+CSQX218E +WMQX CSQXLSTT Listener unable to bind to port 5558
address 0.0.0.0, TRPTYPE=TCP INDISP=QMGR, RC=0000006F
.
Port 5558 needs to be reserved for WMQXCHIN (Channel Initiator)
since he is the one that opens the ports, not WMQXMSTR (Master)
Local fix
Reserve port 5558 as follows:
5558 TCP WMQXCHIN
Problem summary
****************************************************************
* USERS AFFECTED: All users of WebSphere Application Server *
*                 V5.0 for z/OS                                *
****************************************************************
* PROBLEM DESCRIPTION: Incorrect port information was *
* generated in BBOTCPII causing the *
* application server to fail to bind to *
* the JMS Server Queued Address port. *
****************************************************************
* RECOMMENDATION:                                              *
****************************************************************
The following is the generated BBOTCPII (with default values):

5558 TCP WMQXMSTR ; JMS Server Queued Address port
5559 TCP WMQXWEMP ; JMS Server Direct Address port

Reserving the port as indicated above, the customer receives
the following error in the application server:

+CSQX218E +WMQX CSQXLSTT Listener unable to bind to port 5558
address 0.0.0.0, TRPTYPE=TCP INDISP=QMGR, RC=0000006F

Port 5558 needs to be reserved for WMQXCHIN (Channel Initiator)
since he is the one that opens the ports, not WMQXMSTR (Master)
Problem conclusion
Skeleton file BBOTCPII has been updated to have the "JMS Server
Queued Address port" reserved for WMQXCHIN instead of WMQXMSTR.

With this fix, the generated BBOTCPII will look like this
(with default values):

5558 TCP WMQXCHIN ; JMS Server Queued Address port
5559 TCP WMQXWEMP ; JMS Server Direct Address port
