APAR status
Closed as program error.

Error description
If a customer does not run the backoutPTF.sh script before
using SMP/E to back off a service level then a WTO message
is issued, and the application servers will not start.
Local fix
Restore the maintenance, and run backoutPTF.sh script prior
to using SMP/E to back off the service level.

If the WAS_HOME config hfs has been backed up prior to moving
up in maintenance, then restoring the WAS_HOME portion of the
hfs the corresponds to the service level that is backed up
can will allow the application servers to start.  Both the
SMP/E and WAS_HOME config hfs will be in sync.

* PROBLEM DESCRIPTION: The post installer requires that the    *
*                      backoutPTF.sh script be run by the      *
*                      user before using SMP/E to restore off  *
*                      a service level. The server can not be  *
*                      started if the post installer backout   *
*                      procedure is not followed.              *

* RECOMMENDATION:                                              *

The post installer requires that the backoutPTF.sh script be
run by the user before using SMP/E to restore off a service
level. If the backoutPTF.sh script is not executed before
backing out service, the post installer will not allow the
WebSphere Application Server to start. When this condition
is encountered, the WTO message 'BBOO0249E' is issued
(and logged to the post installer log) and includes
instructions on what actions a user must take to correct them:

Example of WTO:

    SY1      +BBOO0249E INSTALLATION ROOT AND CONFIGURED ROOT
     ARE NOT RUNNING AT THE SAME SERVICE LEVEL. USE SMP/E TO
     RETURN TO LEVEL W5020010 AND THEN USE BACKOUTPTF.SH TO
     RETURN TO LEVEL W502006 BEFORE SMP/E RESTORING OFF


After this message is issued, the server proc exits and
the server is not started.
Problem conclusion
Support has been modified to give the user the option to start
the server even though the post installer backout procedure was
not followed. The operator is presented with a WTOR message,
prompting them to whether or not the server should be started,
regardless of failing the service level check.

            REPLY 'CONTINUE' OR 'CANCEL'"
Explanation: The post installer detected that the configured
             root is at a higher service level than the
             installation root - message "BBOO0249E" will have
             been issued.
Programmer response: Reply with 'CONTINUE' to continue starting
                     the Application Server even though the
                     configured root is at a higher service
                     level than the installation root. Reply
                     with 'CANCEL' to cancel starting the
                     Application Server. Normally, 'CANCEL'
                     should be issued and the correct service
                     level should be applied by following the
                     "BBOO0249E" message instructions.
