Error description
WebSphere Deployment Manager starts sucessfully without
detecting the applyPTF.out errors of the post installer
when the server is started the first time after applying
maintainence/service.

The error in the applyPTF.out...
FSUM1009 Unable to execute the shell.

Description of FSUM1009..
FSUM1009 Unable to execute the shell.
Explanation: The initial user program (shell) was not
run. Processing terminates.
User Response: Contact the system programmer.
System Programmer Response: Verify that the initial
user program (shell) exists, and that the user has
permission to execute it.

This is caused when the userid of the Deployment Manager
Server's Initial Program is not set to the USS shell.
PROGRAM= /bin/sh

The applyPTF failure causes incomplete updates in the config
HFS, leading to unexpected results when the server is started.

Following exceptions seen while enabling global security to the
server.
BBOO0220E SECJ0222E: An unexpected exception occurred when
trying to create a LoginContext. The LoginModule alias is
system.RMI_OUTBOUND and the exception is javax.security.
auth.login.LoginException: No LoginModules configured for
system.RMI_OUTBOUND at javax.security.auth.login.
LoginContext.init(LoginContext.java:210) at javax.security.
auth.login.LoginContext.<init>(LoginContext.java:425)at
com.ibm.ws.security.auth.JaasLoginHelper.jaas_login(JaasLog
inHelper.java:304)

Set/check Deployment Manager userid Initial Program to
PROGRAM= /bin/sh

The WebSphere Application Server can be permitted to start
without the successful completion of the Post-Installer. This
can happen if an error occurs in the step that launches the
Post-Installer.

One example of an error would be if OMVS was not started and an
attempt to start the server was made. This would appear in the
output log (from JOBDATA JESYSMSG) - Notice 0254 return code:

Even though the Post-Installer was not run because OMVS was
not started, the WebSphere Application Server would still be
permitted to start. This problem (and any other error in the
step that launches the Post-Installer) would also be evident
from the fact that no entries from the Post-Installer would be m
to the main log (applyPTF.out) in the time frame the server
was started.
Problem conclusion
Update the WebSphere Application Server proc to detect error
conditions and to not launch the WebSphere Application Server
unless the Post-Installer has run to successful completion.
