A problem with the z/OS Binder at z/OS 1.5 and below can
cause z/OS program fetch to fail when loading certain WebSphere
Application Server z/OS modules into memory. This issue will be corrected
by z/OS Binder APAR OA09174
(for z/OS 1.3 and up) and OA09214
(for z/OS 1.2).
NOTE: Since this a bind (link-edit) issue, customers must apply
the fix for APAR OA09174
/ OA09214
to the driving system before running the SMP/E APPLY for WebSphere
Application Server for z/OS PTFs.
The PTFs which deliver the fix for OA09174
/ OA09214
are now available as z/OS Binder PTFs. The specific PTF for your release:

NOTES
- If you have applied or attempted to apply the WebSphere Application
Server for z/OS PTFs in the table below without this Binder APAR already
applied, you must redo the WebSphere Application Server for z/OS apply
cleanly from the beginning after the Binder APAR is applied.
- If you attempted the apply for these WebSphere Application Server for
z/OS PTFs without the Binder APAR already applied, failed during the
apply, realized you needed the Binder APAR and applied it, then tried the
apply again from where it left off, you may encounter many similar error
message:
IEW2469E 9907 THE ATTRIBUTES OF A REFERENCE TO xxxxx FROM SECTION
BBO3ENQS NAME SPACE 1 DO NOT MATCH THE ATTRIBUTES OF THE TARGET
If this is the scenario that occurred, you can resolve the problem by
renaming the members in SMPLTS and let them be recreated after you've
applied the Binder APAR and attempt the apply of the WebSphere Application
Server for z/OS PTFs again.
- The Binder APAR must also be present on the system where the WebSphere
Application Server(s) will be running.
