Closed as program error.

Error description
userids entered in mixed case used to be recognized as a match
for in the registry for uppercase, this is no longer the case.

* PROBLEM DESCRIPTION: User Id's are case sensitive when       *
*                      using local OS but they should not      *
*                      be.                                     *

When the local-OS user registry is the active user registry,
the user id which the user logged in with was being treated as
case sensitive and thus changed the way WebSphere
Application Server on z/OS was working.
Problem conclusion
Changed the SAF Registry code to not be case sensitive.
