Error description
When creating a new cluster member, and having the

ports on the same box.
Local fix
Change the Dmgr port to 10000 or above then create the servers.

Generating ports unique to the node, rather than the cell
causes problems if there are more than one Node on the same
system. Ports can possibly overlap, so a fix was made to ensure
ports are unique across all the servers in the cell, including
the DeploymentManager.
Problem conclusion
A fix was made to the way the unique ports are selected.
A cell wide view of port assignments is considered.
