PQ98231: HTTP DOES NOT HAVE THE CORRECT PERMISSIONS TO READ THE PLUGIN-CFG.XML FILE.

Error description
HTTP needs to switch to server ID to read PLUGIN-CFG.XML file.
In plugin-cfg.xml, one can specify LogLevel="Error".   We should
only get error messages in this case. We get messages like the
following in the plugin log.

reloaded.  One can get several of these for each web request.
They  do not seem to indicate an error or suggest any action,
but they make it more difficult to find real error messages.

The function websphereCheckConfig does a stat of the HTTP
Plugin config file.  If the permissions on the config file are
such that the request ID does not have read access to the
config file the stat will fail, which causes the function
websphereUpdateConfig to be executed.  The function
websphereUpdateConfig also does a stat which is successful
because the request ID is set to the process ID.
Because the function websphereUpdateConfig was entered the
message:  "PLUGIN: ws_common: websphereHandleRequest: Config
was successfully  reloaded" is written to the HTTP Plugin log.
Problem conclusion
The function websphereCheckConfig was changed to set the
request ID to that of the process ID prior to the stat of the
HTTP Plugin config file.
