Error description
It takes about a minute between the time one clicks on the
Diagnostic Trace Settings link until the page actually displays.

* PROBLEM DESCRIPTION: In the Administrative Console, the      *
*                      Diagnostic Trace panel takes a long     *
*                      time to display.                        *

In the Administrative Console, it takes a long time to display
the Diagnostic Trace panel because many MBean queries are
occurring between Deployment Manager and a server's Controller
and Servant.
Navigation to the Diagnostic Trace panel is:
Troubleshooting-> Logs and Trace -> <server> ->Diagnostic Trace
Problem conclusion
The TraceService MBean code was updated to add a method
which will gather all the trace component information from
the servant.  The Administrative Console code was updated to use
this new method.
