Customer is receiving ABEND 0C4 and hang of the Application

Research of this problem indicates that this is related to the
way WebSphere z/OS is sending J2EE running notifications to
newly started servants.
Local fix Problem summary

* PROBLEM DESCRIPTION: A new servant started by WLM after      *
*                      the minimum number of servants          *
*                      does not have the j2ee.state.running    *
*                      notification issued from the Server     *
*                      mbean.                                  *

* RECOMMENDATION:                                              *
****************************************************************
Code that depends on the j2ee.state.running notification will
not receive it in a Servant started after the minimum number
of servants have been started.
Problem conclusion
The code has been modified to redrive the j2ee.state.running
notification only in the newly started servant.
