APAR status
Closed as program error.

Error description
customer reporting:
this is to document the 'failonerror' functionality of the
WAS ANT tasks. The ANT inherits the functionality from wsadmin,
the ANT task description does not tell us anything about it.
Sample target:
<target name="install2" description="Prepare for deployment type
   <wsInstallApp conntype="none"
   failOnError="true"
   wasHome="/WebSphere/V5R0M0/AppServer"
  ear="/Nativeconfig.ear"
  options="-appname Nativeconfig -ejbdeploy -usedefaultbindings
  -defaultbinding.force -server server1" />
  </target>

The ANT process stops when the installation of an application
(from the sample) is not successful.
