After reviewing the SVCDumps we were able to find that ACEE's
were being re-used before being freed, resulting in 378 abend.
IRRSIA00 was being invoked with the RACF managed ACEE option
enabled. This caused RACF to distribute the save ACEE to
multiple threads. BPX1TLS is called to affix the ACEE to the
thread. This call frees the USP (USS chunk of the ACEE) and
recreates a new one. The 378 abend is caused by 2 threads
trying to free the same USP.
Problem conclusion
There is a mismatch between the RACF INTA_MANAGED SAF option
(managed ACEE's) and how WebSphere 'expected' that option
to behave. The initACEE option needs to be removed to
avoid having the same ACEE attached to multiple threads.
