Error description
The application servant regions generates an EC3 abend, with
reason code 04060012. The associated control region will have
no more available storage. The EC3 dump will show the system in
cross memory mode from the servant region (SR) to the control
region(CR).A review of recent CR GETMAINs will show a pattern of
ever increasing requests (increasing by 2000). Here is a sample:
DQE: Addr 58502000 Size 402000
                             FQE: Addr 58903668 Size 998
DQE: Addr 58904000 Size 404000
                             FQE: Addr 58D075A8 Size A58
DQE: Addr 58D08000 Size 406000

DQE: Addr 58D08000 Size 406000
                             FQE: Addr 5910D4E8 Size B18
DQE: Addr 5949A000 Size 408000
                             FQE: Addr 598A1428 Size BD8
......
The application server will also have SMF record creation
enabled, probably with a substantial server_SMF_interval_length.
Local fix
Disable SMF. A great reduction in server_SMF_interval_length
may greatly reduce the likelihood of a storage related error.

Servant running in cross memory mode, attempted to get
controller private storage but the request failed.
The request failed because most of the controller private
has been obtained as LE heap storage. The controller SMF code
obtains its buffers from LE heap storage. The buffer size
starts out at 8000 bytes and grows by 8000 bytes until a
buffer that is large enough is obtained. The buffers along the
way are returned to LE and are available for use by other users
of the LE heap. The servant was trying to obtain controller
private from the system not from the LE heap.
Problem conclusion
Changed the code to double the size of the SMF buffers while
the buffer is less than 4096000. When the buffer is greater
than 4096000 the buffer will grow by about 20 percent.
