PQ76797: THE WEBSPHERE ADMIN CONSOLE JAPANESE HELP PANELS ARE CORRUPTED

Error description
The customer is seeing corrupted Japanese Admin Console Help
panels when using the Internet Explorer browser.  The scenario
used to see the problem follows:
  1) In the Internet Explorer (T)ools option, select Japanese
     as the language.
  2) Logon to the WebSphere Admin Console:
     http://xxxxx:portno/admin/secure/logon.do.  The panel
     displays correctly.
  3) Click "Help(H)" to display the help panel in the left side
     of the screen.  The data on the left side of the screen is
     corrupted.
  4) Click on any item in the left side of the screen (that is
     already corrupted).  This causes the data on the right side
     of the screen to also become corrupted.
