Error description
With the following RACF logging options specified:
LOGOPTIONS "FAILURES" CLASSES = FSOBJ
The following error message might be seen in NodeAgent during
node synchronization:

 INSUFFICIENT AUTHORITY TO UTIME
 EFFECTIVE UID(0000001000)  EFFECTIVE GID(0000001007)

Where CBSYMSR1 id the NodeAgent id. The owner of the xml file is
most likely a different id (ex. admin id).  UTIME is a call to
change a timestamp on the file.  Only the owner of the file or
superuser (UID=0) can call UTIME.

The xml file is still updated as the above restriction does not
exist for 'write' function and the timestamp on the file is the
time of 'write'.  UTIME (or java call setLastModified() that
drives UTIME) is called during synchronization to make all the
updated/synchronized files in other nodes have the timestamp of
the actual update that was done on Dmgr as oppose to the time of
synchronization.

This error should not cause any xml update or synchronization
problems.  The message can be ignored.
Local fix
Ignore the message or change RACF LOGOPTIONS to not capture
failures for FSOBJ class.

Problem conclusion
The code has been fixed to prevent the issuing of this
message during node synchronization.
