Error description
During the customization process for WebSphere for z/OS Version
5, the customer requests to use a non-standard PARMLIB member.
The generated instructions BBOSSINS reminds the installer to
ensure that the WebSphere for z/OS DAEMON has sufficient
authority to read this non-standard PARMLIB data set. If there
is a PARMLIB concatenation with other PARMLIB data sets listed
ahead of the non-standard one used by the DAEMON, then the
DAEMON cannot start.

to provide problem workaround.
Problem conclusion
A change to the WebSphere Application Server Customization
Dialog has been made. The change is to the bbossins and bboccins
files, which now read as follows:

bbossins (new step):
...
11. Grant &DMNUSRC. read access to &PARMLIB. and any other
parmlibs that precede &PARMLIB. in the parmlib concatenation
of the LOADzz member in IPLPARM. Use the D IPLINFO command
to determine which LOADzz member is current and where it
    resides.
...

bboccins (new step):
...
5. Grant &DMNUSRC2. read access to &PARMLIB. and any other
parmlibs that precede &PARMLIB. in the parmlib concatenation
of the LOADzz member in IPLPARM. Use the D IPLINFO command
to determine which LOADzz member is current and where it
    resides.
