APAR status
Closed as program error.

Error description
In a cluster configuration, the plug-in did not recognize a
failing server and mark this server down. Another server was not
selected which was actually working.
The requests contain a JSESSIONID cookie which is compared to
the cloneID and this matched the stopped server. The plug-in
tries to connec to the SSL port, this fails because the server
is down. ConnectionTimeout is being ignored.

The HTTP Plugin for z/OS is not marking a server down in some
cases of a connection failure, therefore requests are not
passed on to the next available server correctly.
Problem conclusion
Changed the code of the HTTP Plugin for z/OS to recognize those
situations where the Plugin is not handling the server failover
correctly.
