Once the LTPA token expires, the new LTPA token was being
created with the expiration time set to that of the old token,
so that it too was expired. As a result of the new token being
expired, there were NO_PERMISSION errors logged for a period
of about five minutes after the old token expired.
Problem conclusion
To correct the NO_PERMISSION error, the new token expiration was
set to the correct value.

APAR PK41896 is currently targeted for inclusion in Service
