Error description
When a save is performed in WebSphere Application Server, a
series of listeners are called, one of which is CellSync.
Sporadically, depending upon timing, node synchronization may
fail if all of the listeners have not yet been called at the
time synchronization is attempted.

The FileRepository calls a series of listeners after a
configuration change has been made. One of these listeners is
the CellSync.  The FileRepository calls each listener
sequentially. If one of the listeners before CellSync takes too
much time, it is possible for a Node Synchronization to be
initiated before CellSync is ready.
Problem conclusion
The FileRepository code was modified to always call CellSync
listener first.  This will minimize the chance that a Java API
call to Node Synchronizaton will occur before the CellSync
listener is notified of a configuration change.
