APAR status
Closed as program error.

Error description
In WebSphere z/OS we ship the adminconsole.ear file without
pre-compiling the jsp 's. This results in poor performance ,
slow access to various panels in the adminconsole , high IO
counts.
Local fix
Use the JspBatchCompiler utility to pre-compile the jsps.
JspBatchCompiler directions can be found on the z/OS
InfoCenter at

1) the compiler will place the compiled .class files for the
   jsps in the Servers ../temp directory for the appropriate app
   Example:
   /WebSphere/V5R0M0/DeploymentManager/temp/PLEX1Manager/dmgr/ad
   minconsole/adminconsole.war

2)Run the utility from your DeploymentManager's ../bin directory
3)Run the utility from a TSO id that is either the OWNER on your
  DeploymentManager config root(example:
  /WebSphere/V5R0M0/DeploymentManager)
  OR
  a TSO id that has a GROUP setting that matches the GROUP on
  DeploymentManager config root.
  EXAMPLE:
     /WebSphere/V5R0M0/DeploymentManager:>ls -al

     drwxrwxr-x  27 WSADMIN  CBCFG1      8192 Nov  1 08:51 .
     So in this case I would use the WSADMIN TSO id or an id
     that has a GROUP setting of CBCFG1
4) Run JspBatchCompiler
EXAMPLE:
JspBatchCompiler.sh -enterpriseapp.name adminconsole -cell.name
PLEX1Network -node.name PLEX1Manager -server.name dmgr
where:
   PLEX1Network is the customer cell name
   PLEX1Manager is the node name for the DeploymentManager
   dmgr         is the server name for the DeploymentManger

The Administrative Console application's JSPs should be
pre-compiled and shipped in the adminconsole.ear.   Some
conditions exist where the pre-compiled JSPs were not packaged
in the EAR.
Problem conclusion
The build tooling for the Administrative Console was corrected
so the pre-compiled JSPs are always shipped in the EAR.
