Error description
Problem:
Client is sending an UTF-8 encoded SOAP-message and the umlauts
in this message are not treated as UTF-8 Characters (the umlaut
is expanded from 2 bytes to 4 bytes).
Example: "Gチnter" converts to "GᅦM-^Cᄊᆲnter"
Local fix
No local fix available at this time. No work around was noted as
well.

in this message are not treated as UTF-8 Characters (the umlaut
is expanded from 2 bytes to 4 bytes).
Example: "G nter" converts to "G M- C  nter"
Problem conclusion
Tried to ensure umlauts are encoded properly by the web
service engine.

The fix for this APAR is currently targeted for inclusion in
fixpack 5.0.2.9 and 5.1.1.2. Please refer to the Recommended
