On Windows platform WSADMIN, TCL base command EXEC fails

Problem(Abstract)
On Windows® platform WSADMIN, TCL base command EXEC fails. You see a pop-up that is titled "16 bit MS-DOS Subsystem" and has the message "C:\WINNT\system32\ntvdm.exe
Error while setting up environment for the application. Choose 'Close' to terminate the application." then "Close" and "Ignore" buttons.
 
Cause
This problem is related to SUNBUG: 4716241, same problem exists on SUN JDKs also.
 
Resolving the problem
Workaround for this problem.
1. On a command prompt, run command.com
2. Run wsadmin batch file
3. Execute wsadmin commands
ex: exec dir

If running wsadmin in scripts, add the line command.com /C
to the batch file before the wsadmin command.

Sample Workaround Test:

C:\WAS51\WebSphere\AppServer\bin>wsadmin.bat -conntype NONE
WASX7357I: By request, this scripting client is not connected to any server process. Certain configuration and application operations will be available in local mode.
WASX7029I: For help, enter: "$Help help"
wsadmin>exec dir




Here we are saying press "Close" to close 16 bit MS-DOS windows.

You will get wsadmin> prompt back

wsadmin>exit
C:\WAS51\WebSphere\AppServer\bin>command.com /C

C:\WAS51\WEBSPH~1\APPSER~1\bin>wsadmin.bat
