Slow POST cause the appserver to be marked down

* TimeOut to fire. *

When the amount of time to receive the POST data from the
client exceeded the appserver IO Timeout the plugin would
mark the server down. A server should not be marked down
when there are issues/delays with receiving POST data from
the client.
Problem conclusion
The plugin was modified to only mark a server down when there
is a failure to connect to the server. IO Timeouts no longer
result in a server being marked down.
