Closed as program error.
Error description
When using Base 5.1.1.9 or lower levels as the prerequisite
level with XD 5.1, the runtime topology diagram shows the
CPU utilization on the On demand router node to be pegged at
100% when the actual CPU utilization on the node is less than
1%.

In the PMI system data native C library, there was an overflow
with some of the variables reading in values > ~4 billion,
thus throwing off the cpu utilization calculation performed
with these variables.
Problem conclusion
Changed the internal struct var from unsigned long to double
long.
