Closed as program error.
Error description
Web container is not firing application events when the
application is stopped during server shutdown. Cache is treating
this like JSP updates and is invalidating the cache entries
related to all the JSPs in the application.
Sajan in WebSphere dynacaching is already working on this

When the local server is stopped, Dynamic Cache is incorrectly
sending messages to remote cache to invalidate cache
entries for servlets that are running in the local machine.
Problem conclusion
This results in unnecessary recreation of cache entries
in the remote machine. This APAR will change the
behavior and not send invalidation messages to
remote servers when the local server is stopped.
