WSDL2Java in the WebSphere bin directory will not run stand-alone

Question
You would like to run the WSDL2Java that is included in the WebSphere® bin directory on a separate platform where WebSphere Application Server is not installed. You would like to do this to have a staging area for your applications before running them in production.

Some non-IBM versions of WSDL2Java are designed to run stand-alone. Can the version of WSDL2Java that is included with WebSphere Application Server do the same? Is there a way to do this without having a full WebSphere Application Server install on-board the machine where staging is done?
 
Cause
WSDL2Java for WebSphere was designed to run using many WebSphere classes such as webservices.jar. These classes are embedded into WebSphere Application Server.
 
Answer
WSDL2Java that is included in the bin directory of WebSphere Application Server will not run stand-alone since this version of WSDL2Java requires the internal classes included in a WebSphere installation.
