Error description
Clients running WebSphere 5.1 with WebSphere Business
Integration Server Foundation (WBISF) and using Work Load
Management may experience a delay in the admin console response
time upon initial startup

Upon starting up a deployment manager and/or application servers
in a cell, users may observe a noticeable hang in Admin Console
response time.  The hang may be experienced during initial login
to the Admin Console.  This only applies to those clients who
have WebSphere 5.1 and WebSphere Business Integration Server
Foundation installed and are using the Workload Manager.  No
error stack is seen when this problem occurs.

seen when this problem occurs.
Problem conclusion
Responce time in Admin console should improve by efficiently
handling events during install.
