Closed as program error.
Error description
Prob Desc : If the include file ends with .ssi (instead of .jsp)
and contains DBCS characters, the page shows up garbled
The included JSPs show the difference between a dynamic include
with .jsp and any other extension. if the extension is anything
but ".jsp" for a dynamic include, the encoding are not set
correctly
NOTE: This Problem is reported on V5.1.1.x ONLY and is
Confirmed the above Problem is already addressed in V5.0.2.x

Local fix
No work around applies to this Cu due to the following
1)
We want to use the dynamic include but without the use of .jsp
extension because we do not want the include file compiled and
we need the dynamic include because we need to dynamically
change the include file name which we can not do with static
include.
2)
Sorry, we can't set the -Ddefault.client.encoding=<encoding
type> because the application supports multiple encoding types
so we can hardcode a specific encoding

Application Server does not parse the included, non-JSP file
with the right encoding.
Problem conclusion
Code has been modified to use the right encoding to parse the
included, non-JSP file. This problem is not applicable to
version 6.0.2.
The fix for this APAR is currently targeted for inclusion
in fixpack 5.1.1.9
