Error description
Fencing feature on OEM version of WAS is too restrictive. The
basic idea was to block the user's ability to install
additional applications into the OEM app server. Blocking the
ability to configure the application (map users to roles)
places too much of a restriction since it can make the app
unusable.
If there are application roles defined, and security is
enabled, the end user cannot run the application unless they
map users to roles. So it just makes sense to allow the end
user to perform this operation regardless of the fence.

app servers that have turned off app management.
