APAR status
Closed as program error.

Error description
Code generated by the JSP compiler with the useThreadTagPool
is different than then the code without the flag.
It appears that the import "javax.servlet.jsp.tagext.*" is
ommitted from the generated code.
Local fix
import "javax.servlet.jsp.tagext.*"
explicitly in the JSP solves the problem.

The JSP compiler throws an org.apache.jsp.TryCatchFinally not

Problem conclusion
Application Server JSP compiler now properly cascades
TryCatchFinally, so the JSP tag is compiled successfully.
