Error description
When stdin/out redirects are null on XP, second invokes hang.
This does not occur on win2K.

When stdin/out redirects are null on XP, second invokes hang.
Problem conclusion
Problem fixed by adjusting the file handle handler code for
Windows to do handle duplication for manipulation.
This avoids an issue on XP where if the primary handle
is closed, it ends up hanging on the second call through
the routines.

The fix for this APAR is currently targeted for inclusion in
fixpack 5.02.9 and 5.1.1.3. Please refer to the Recommended
