PQ97595: DEADLOCK IN JIT/CLASSLOADER

Error description
With a large number of methods
getting compiled with MMI=0, the system faced lack of Native
heap and hence gave upcompilation and returned back to the
interpreter. However, it did NOT release the JIT_CHA_LOCK.
Another thread was holding an object that the first thread
was waiting on and tried to acquire the JIT_CHA_LOCK. This
caused a Deadlock.
This is addressed with sov 73114 in the 1.3.1 stream of the JDK

Sov defect number 73114 addresses this issue and is contained
