PQ93019: Add FIRING NotificationSink notification to the Scheduler

Error description
The scheduler has a NotificationSink mechanism for allowing
customers to add auditing to each scheduled task.  There
is a FIRED notification on the TaskNotificationInfo
interface which is triggred once a task has finished
running.  However, there is no FIRING notification.  This
APAR will add the FIRING notification which exists in 5.1.

The scheduler includes a generic EJB-based notification
mechanism that allows customers to be notified when the
state of a task changes.  There is a notification
for when a task has completed running (FIRED), but not
for when it is about to run (FIRING).  This function
was added to WBI-SF 5.1.
Problem conclusion
The FIRING event will be added to the TaskNotificationInfo
interface for release 5.0.2 and provided via an interim fix.
The same FIRING event was also shipped in the WBI-SF 5.1
version of the Scheduler.
