Closed as program error.
Error description
When WS-Security is enabled, the multilingual data (e.g.,
Chinese characters) became garbage character and the line
"<?xml version="1.0" encoding="UTF-8"?>" is missing in the
signed message.
We found that when the WS-Security is not enabled, that is,
message is not signed, the multilingual data encoded in UTF-8
is well escaped, and there is a line "<?xml version="1.0"
encoding="UTF-8"?>
Local fix
Temporary "PMR86816-debug.jar" file has been provided to
customer for testing.
Problem summary

If the character encoding in SOAP message is different from
the defualt platform character encoding, the SOAP message may
be corrupted if Web Service Security is enabled. The error
received is due to Web Service Security incorrectly defaulting
the SOAP message character encoding to default platform
character encoding during SOAP message translation.
Problem conclusion
When Web Service Security transforms a SOAP message, it will
now use the specified character encoding in SOAP header to
handle the SOAP message.
Temporary fix
