Closed as program error.
Error description
The issue reported was found in the 5.0.2.x releases of WAS.
In 5.1.0, this behaviour was changed, and thus you were able to
view a file with DBCS name, 5.1.0.1 release also maintained this
same behaviour.
Howerver, in 5.1.0.2, this behaviour was changed, and all
releasess after that, any of the 5.1.1.x releases has the same
behaviour as 5.0.2.x.

When the filepath contained DBCS characters, webcontainer was
unable to recognize the encoding of the filepath, and thus
unable to locate the specified file.
Problem conclusion
Before webcontainer attempts to read the file from the
specified DBCS filepath, the filepath is first encoded
to readable UTF-8 format, which is the jdk standard
format for traversing through file system.
The fix for this APAR is currently targeted for inclusion in
fixpack 5.0.2.10 and 5.1.1.4. Please refer to the
