What are my options if I want to turn on security with non root server id?
 Technote (FAQ)

Question
Why can I not use Local OS when running with non root access to the system? What are the options to turn on security without root access?

Answer
When running WebSphere Application Server as non-root, if global security is enabled, the user registry must be either LDAP or custom registry.

The user that the product processes run under should have the root privilege.
This privilege is needed to call the UNIX operating system APIs to authenticate
or to collect user and group information. The process needs special authority,
which is given by the root privilege. Using the Local OS user registry requires the nodeagent, the deployment manager and the application server process to run as root. However, all the application server processes can be run using the non-root user and user group with LDAP or custom registry.
