It is necesary to Recycle dmgr, nodeagents and nodes for console users to take effect.

Problem(Abstract)
In the Network Deployment environment, after adding a Console User or Group to have the administrator, operator, configurator, or monitor roles, you must recycle the deployment manager, the node agents, and all the nodes for the changes to take effect for both the console and wsadmin.
 
Resolving the problem
After adding a console user or group in the administrative console under System Administration > Console Users or Console Groups, you must recycle all java processes for the changes to take effect:

For changes to take effect, do the following:

  1. Shut down the application servers, node agents, and the deployment manager.
  2. Make sure no java processes are running.
  3. Restart the deployment manager
  4. Run syncNode.sh or syncNode.bat for each node
  5. Run startNode.sh or startNode.bat for each node
  6. Start the application servers.
