This exception is thrown because the configuration file already
exists
or has been changed, resulting in save conflict.  Instead of
receiving a
ConcurrentModificationException, an appropriate workspace
exception
should be received.

The ConcurrentModificationException is thrown due to improper
handling of a java API in configuration service code.  Instead
of throwning ConcurrentModificationException, a workspace
exception should be thrown.
Problem conclusion
Modified configuration service code to avoid
ConcurrentModificationException and throw the appropriate
workspace exception.

The fix for this APAR is currently targeted for inclusion in
fixpack 5.0.2.11 and 5.1.1.4.
