Error description
WebSphere Application Server uses up memory and causes
OUTOFMEMORY EXECEPTIONS, HEAP DUMPS and JAVACORES when security
is enabled and some special CSIV2 requests are made.
This can fill up the file system while trying to write the
JAVA CORES and HEAP DUMPS.
The javacore will show entries similar to this:

It shows that com/ibm/ISecurityLocalObjectBaseL13Impl/VaultImpl
is holding a hashtable with 216,000+ entries holding 274 meg
of the heap.

Under certain rare, unidentified circumstances, CSIv2 effective
policy objects are not dereferenced. Over time this causes
significant heap usage and may result in OutOfMemoryExceptions.
Problem conclusion
Corrected code to guarantee dereferencing the objects when they
are no longer needed.
The fix for this APAR is currently targeted for inclusion in
fixpack 5.0.2.10 and 5.1.1.4. Please refer to the Recommended
