Closed as program error.
Error description
DomParser is returning a 0x0D on first line in Windows. This is
only occuring on Windows and not the other platforms.

It's possible after a customer translates, they may have
problems parsing the new document due to an unexpected 0x0D.
Problem conclusion
The 0x0D is now stripped to make the output non-OS specific.
This fix is currently targeted for 5.1.1.13.
