Error description
The cellName and nodeName passed in the HashMap is incorrect.

The context that is constructed for the semi-perfect
authorization table is supposed to contain three elements:
    SERVER_NAME
    CELL_NAME
    APPLICATION_NAME
Each of the elements pretty much describes what the associated
value is supposed to be.  What is happening today, however, is
that the SERVER_NAME key is associated with the a string of the
form <cell name>:<node name>:<server name> and CELL_NAME has
become the realm name of the active user registry.
Problem conclusion
The elements for the semi-perfect authorization table
is constructed to reflect the correct values.

The fix for this APAR is currently targeted for inclusion in
fixpack 5.1.1.4 and 5.02.11.
