Closed as program error.
Error description
Transaction records held in the ProxyGlobal hash table
steadily increase. Records are being registered
with the table, and some (but not all) of the transactions are
being removed from the table when the transactions complete.

Local fix Problem summary

Problem conclusion
Code fixed to release memory from ProxyGlobal hash table
after one phase resources committed.
The fix for this APAR is currently targeted for inclusion
in fixpack 5.02.12
