With Security enabled the stopServer works without suppling a password.
 Technote (troubleshooting)

Problem(Abstract)
With Security enabled the stopServer requires -username <username> and -password <password> parameters, in order to stop the server. In some cases, a user just passes the -username <username> parameters without the password, and the server is stopped.

Cause
If the -password <password> parameters are not passed to stopServer.[sh|bat] script, WebSphere will pass the username as the password parameter. If the username and password is the same, the user will be authenticated and the command will work.

Resolving the problem
Ensure that the administrator's username and password are not the same.
