APAR status
Closed as program error.

Error description
When the client changes all the dmgr http transports to SSL
enabled, for secure reason, and don't want to WSAS global
security, they will see filetransfer ear file, No
synchronization.  The problem is ssl enabled http transports
have no direct relation to WSAS global security, but the file
transfer ear was initially design to change for both.  This
fix corrects this issue where we don't require globalsecurity
enabled if the client wants to use ssl http transports.

Fix is available on the latest cumulative fix 5.0.2.8
