Customer sees high memory usage. After taking thread dumps, we
see many PoolQuiesceThreads.

When JMS Session Factories are cleaned up a PoolQuiesceThread
was created. If a large number of JMS Session Factories are
cleaned up at the same time, many PoolQuiesceThreads can exist
on the system tying up system resources.
Problem conclusion
Removed pool quiesce thread.
