Error description
When an Activity identity has been cached in a server (because
there is no property group manager for the identity),
it is being included on requests irrespective of whether or
not it has actually been changed downstream. The cached
context should only be included on an upstream response if
it has been changed.

context should only be included on an upstream response if
it has been changed.
Problem conclusion
LocalActivityContext will be updated so that the cached
activity context is included in an upstream request only if
the context has changed in any way.
