Cause
This may be caused if two Virtual Hosts have the same Host Alias. For example, admin_host has "*:12345" and default_host has "*:12345," this may cause any WAR files mapped to default_host that are accessed through *:12345 to have the "Virtual Host or Web Application Not Found" error.

Solution
Make sure each Virtual Host has unique entries for hosts/port combinations.
