Closed as program error.
Error description
how SelectionManager select actual LSD from LSDlist..).
And access to LSD and the reply includes appropriate Server to
be routed.
At this point, every EJB call will spawn LSD access before
accessing actual EJB.
And the situation will not be back to normal without
resetting client local unusable list.
Local fix Problem summary

Members previously marked unusable,when succesfully routed
through to the LSD, are not marked usuable again in the
TARGET_FORWARD path. The "dummy member" pushed onto the call
stack is marked usuable instead.
Problem conclusion
Use the IOR from the LSD in the TARGET_FORWARD path to get
the host and port, and use that data to retrieve the proper
MemberDescription to push onto the call stack, such that
if the call succeeds, WLM will mark the member usuable (if
previously marked unusable) on the post invoke.
The fix for this APAR is currently targeted for inclusion
in fixpack 5.0.2.11 and 5.1.1.5
