Load Balancer not responding to cluster address

Problem(Abstract)
Load Balancer does not respond to cluster address after a network outage. The IP address for the adapter shows as 0.0.0.0 when the network becomes available.
This occurs in a High Availability environment with Load Balancer after the backup machine does a takeover due to an outage such as the cable being pulled on the primary machine, and the primary machine comes back on-line (cable plugged back in).
The primary machine now has an IP address of 0.0.0.0 and both the primary and backup think they own the cluster IP.
 
Cause
The 0.0.0.0 address is caused by windows detecting a duplicate adapter.
 
Resolving the problem
Disable media sense to ensure the backup Load Balancer does not respond to ARP request.
