APAR status
Closed as program error.
Error description
Unable to run wsadmin in a instance that was created. Get
following error when trying to start wsadmin:
Files\WebSphere\testinst.==. was unexpected at this time.
The above error is because wsadmin.bas(sh) file does not contain
quotes around: %USER_INSTALL_ROOT%
Modified wsadmin.bat(sh) with the following:
if NOT "%USER_INSTALL_ROOT%".==. goto loop
and am able to get wsadmin started.
Steps for recreate:
1. Install V5.1
2. create instance using wsinstance:
C:\WAS51\AppServer\bin\wsinstance>wsinstance -name test -path
"C:\Program Files\WebSphere\testinst" -host <hostName> -create
3. run setupcmdline for the instance
C:\Program Files\WebSphere\testinst\bin>setupCmdLine
4. cd WAS51\AppServer\bin
5. C:\WAS51\AppServer\bin>wsadmin
6. You will get following error:
Files\WebSphere\testinst.==. was unexpected at this time.
Local fix
Manually modify wsadmin.bat file
Problem summary

This problem is seen when you have WebSphere Application Server
installed in a directory that contains spaces, and you run the
command << wsinstance -name <instance-name> -path <path> -host
<hostname> -create to create an instance. After creating the
instance, you run the setupcmdline from the bin directory of the
instance.
Now if the you try to run wsadmin.bat from the WAS_HOME/bin
directory, the command fails with:
error << Files\Websphere\appserver\bin.==. was
expected at this time
Problem conclusion
The error occurs because of missing quotation marks around
USER_INSTALL_ROOT in the file wsadmin.bat. Because of this, the
command cannot handle the spaces in the WAS_HOME directory.
This problem is solved in version 6; therefore, the
line in which the error is reported has been changed in
accordance with the version 6 file, and wsadmin script can now
handle a directory with spaces.
This APAR is fixed for version 5.0.2 and 5.1; the fix is
available in Cumulative Fix 5.0.2.11 and 5.1.1.5.
