Closed as program error.
Error description
WebSphere administration tools provide the option for users
to overwrite conflicting configuration information. This can
cause major issues if the user does not understand the
conflicting information they are overwritting. This fix will
provide an option to enabled through the custom properties
to disable overwritting conflicting config information. The
property will throw a "Database is locked" if the user chooses
to still save.

This APAR provides an option to disable overwrite during save
conflicts to protect repository integrity.
To enable this option, the following system property needs to
be set for the dmgr in a Network Deployment environment, or for
the server with administration functions (eg. server1) in a
stand alone base environment:
allowConfigOverwrites=false
(To set the system property, log on to the admin console, go to
(dmgr or server1) --> Process Definition --> Java Virtual
Machine --> Custom Properties, create a new custom property.)
Problem conclusion
Updated the file repository code to allow diable of overwrite
during save conflicts.

Temporary fix
patches containing code fix has been sent to customer to try
out.
