Closed as program error.
Error description
The etc/ws-security content and ws-security.xml file are
introduced by Fix Pack 2 in the security.wssecurity component.
They are installed on the primary WebSphere instance as well as
the bin/wsinstance/etcdefaults and propdefaults directory. Any
instance created after Fix Pack 2 is installed picks up these
files. However, existing secondary instances are not modified
to include the files in etc/ws-security or
properties/ws-security.xml. This appears to be an oversight,
and these files should have been added to all existing
instances, not just the primary instance.
Local fix
- Recreate the instances once Fix Pack 2 has been installed, or
- Identify the "missing" files and manually copy them from the
primary instance.

Problem conclusion
The Update Installer will now put the ws-security.xml file
