Error description
In single-replica configurations, RS was replicating entries
in round-robin fashion to all other partner DRS instances,
regardless of whether those DRS instances were on the same node.
In that case, if the entire machine went down, then those
entries would be lost. With this change, DRS will attempt to
replicate to a partner DRS instance in another node. (If one
is not available, it will replicate to one on the same node.)
