On Windows systems, "Server not responding" error occurs when issuing a dscontrol or lbadmin command

Problem
When you enter a dscontrol or lbadmin command while running Load Balancer, a "Server not responding" error message occurs.
 
Cause
When there is more than one IP address on a Windows® system and the hosts file does not specify the address to associate with the hostname, the operating system chooses the smallest address to associate with the hostname.
 
Solution
On Windows systems, associate the IP address with the hostname by adding it to the c:\Windows\system32\drivers\etc\hosts file.

Update this file with your machine hostname and the IP address that you want to associate with the hostname.

Important: The IP address cannot be a cluster address.
