Problem(Abstract)
IBM® WebSphere® Application Server Administrative Console is not accessible if Global Security is turned on and if the "Use FIPS" option is selected in the "Global Security" panel.

The following error displayed in Microsoft Internet Explorer (IE) browser:

The page cannot be displayed

The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings.

Netscape browser displays following popup message:

Mozilla and <hostname> cannot communicate securely because they have no common encryption algorithms.
 
Cause
"Use FIPS" option for Global Security requires Transport Layer Security (TLS) protocols in the web browser.
 
Resolving the problem
Enable TLS in the browser.

Steps for Microsoft Internet Explorer (IE) browser :

Tools->Internet Options->Advanced - scroll down to last section "Security"

and check the box for "Use TLS 1.0" and click Apply and restart the IE browser.

Steps for Netscape browser:

Edit->Preferences->Privacy and Security->SSL

Check the box "Enable TLS" under "SSL Protocols Versions" and click OK.

Restart the browser.
