Closed as program error.
Error description
Customer is using customized 404 error page. DBCS charactersin
the error page appears as garbage,and IllegalStateException
was generated in the logs.

An HTML error page that contains double-byte characters is shown
as corrupt (garbage) characters when a WebSphere extension is
enabled but autoEncoding is disabled.
This is caused by the the calling of getWriter, which can not
deal with non-ascii or DBCS correctly.
Problem conclusion
The code was modified to backout a fix for an internal defect
( 128646 ) that added the getWriter calls to the code. This
call is not needed for WebSphere 5.0.
