Error description
Problem described in
PQ84102 is not fixed. After exceeding the
consecutive error threshold of 51 errors, the transport accept
thread will sleep for 30 seconds for each consecutive accept
error that is received. A successful accept will reset this.
What should have been happening is that if the transport
receives 51 consecutive accept error it would sleep for 30
seconds, then reset the counter and go another 51 consecutive
error before sleeping again.

After receiving more than 50 consecutive socket accept errors,
the Transport thread will begin to sleep for 30 seconds after
each subsequent error. A successful socket accept will reset
this condition.
Problem conclusion
HttpTransport.run() has been changed to reset the consecutive
error count after each sleep. In addition, the sleep has been
changed to be 3 seconds. This should still prevent the thread
from using all cpu cycles when encountering a continuous error
condition, but allow it to run often enough to clear an
intermittent type error, such as that caused by clients
aborting a pending connection.
The fix for this APAR is currently targeted for inclusion
in cumulative fix 5.02.13 and 5.1.1.6.
