Error description
Steps to reproduce:
1)  Create a task and cancel it immediately.
2)  Use Scheduler.getTaskStatus(taskid).getStatus() and the
    result will be SUSPENDED vs. CANCELLED.

WebSphere Application Server checked fields in an incorrect
order. The fields are now being checked in the correct order.
Problem conclusion
