Error description
The CacheMonitor appliation sends message to plugin
to reset the counters. But, the counter "Cache misses by URL"
doesn't get reset.
Local fix Problem summary

* the counters are getting reset except *

Plugin internal variable is not getting reset when the
plugin gets the message to reset the cache.
Problem conclusion
When plugin receives the message to reset the cache, it now
resets the cache rules cache which holds the counter
"cache misses by URL".
