Closed as program error.
Error description
Web services engine accesses the system management repository
context. When the repository context is accessed a new workspace
is created by System Management if one does not exist. The
workspace should be cleaned up by webservices when they are no
longer needed. They should call
WorkSpaceManager.removeWorkSpace()
when they are done with the workspace.
Local fix
Delete the workspace manually

Workspace is now automatically deleted.
The fix for this APAR is currently targeted for inclusion
in fixpacks 5.0.2.13 and 5.1.1.6.
