Error description
This functionality will allow the user to specify in cachespec
that a fragment is not to be consumed by its parents.

When a parent servlet/jsp has the consume-subfragments
property set to true all children fragments are consumed. Can
not mark a child servlet/jsp to not be consumed.
Problem conclusion
Added a new property called do-not-consume. When this
property is set to true for a child fragment it is not
consumed even if its parent has consume-subfragments set to
true. This will allow children fragments to be selectively
consumed.
