Closed as program error.
Error description
After upgraded to WebSphere 5.1.1.9 filenames or path names
that contain Double-Byte character set (DBCS) characters
cannot be displayed.

If a request is given for any resource having dbcs path
information, the server will respond with a error 404 File Not
found even though the resource exists.
Problem conclusion
The path information is decoded in request dispatcher. This
fix will be provided in 5.0.2.18 and 5.1.1.11.
