PQ74407: AES ADMIN CONSOLE FAILS TO WORK PROPERLY WITH THE JVM SETTING UTF-8 ON NON-ENGLISH MACHINE

Error description
On non-English machines customer need some of the application
server to have JVM setting UTF-8 and this causes the admin
console to stop working properly.  This is because the admin
console is an ear file and does not work with that parameter.
Local fix Problem summary

The Thin Admin on WebSphere Application Server AEs fails to work
properly when the machines locale is set to a Double-Byte
Character Set (DBCS) and the server's JVM settings have the
client.encoding.override set.  When attempting to install an
EAR file on this type of environment, the user interface would
not allow the user to proceed to the next panel.  When the
user clicks on the "Install" button, the same page would be
refreshed and it would not go to the next panel to install an
EAR file.  This issue could arise in other sections of the Thin
Admin as well. This setup that this issue was raised against
was on a Japanese locale with client.encoding.override set to
UTF-8.  However, this could happen on various locales and
client.encoding.override settings.
Problem conclusion
The Thin Admin code was modified to set the response's
content-type charset to the value of the
client.encoding.override setting (if it was set).  This change
was made in a location so that it would apply to all of the
Thin Admin JSPs.
Temporary fix
This temporary fix will set the servlet response's content-type
to the encoding that was specified in the
client.encoding.overri
de JVM setting.
