Error description
Setting Node restart state for Application
Servers->server1->Process Definition to PREVIOUS will not
restart the server. This happens when a system has crashed and
the node is then restarted. On a normal shutdown the PREVIOUS
state is honored and the server does get restarted.
Local fix Problem summary

A node agent retrieves application server status from the
monitor.state file, which is updated before the node agent is
shut down. If the node agent crashes, it is not able to
update the file. Hence it may not have an update-to-date list
of the application server status.
To resolve this problem, the node agent code has been
changed to refresh monitor.state file more frequently. The
file will be updated when an application server starts or
stops.
Problem conclusion
Updated the node agent code to refresh monitor.state file
more frequently so a crashed node agent restarts all
application servers that were previously running.
Temporary fix
A test fix is now available on
PQ99999 site.
