Cause
Migration defect

Solution
Shutdown all Application Server processes. Node agent and deployment manager processes need to be running.
  1. Open the administrative console.
  2. Navigate to Global security > LTPA > Single signon (SSO) and uncheck the Web inbound security attribute propagation checkbox.
  3. Save and propagate configuration change to all nodes.
  4. In administrative console, go to Global security > LTPA and press the Generate Keys button, on the purple bar.
  5. Save and propagate configuration to all nodes.
  6. Restart the Application Server processes.

If this does not resolve the problem, open a PMR.
