Closed as program error.

Error description
If a root JDP uses an include JSP with parameters, and DBCS
characters are used as the parameters, the output will be
corrupt on 5.1.1.5. This did not occur on previous versions.

If a root JSP uses an include JSP with parameters, and
Double-Byte Character Set (DBCS) characters are used as the
parameters, the output will be corrupt.
Problem conclusion
Decoding the parameters in the included request using the
encoding resolves the issue.

The fix for this APAR is currently targeted for inclusion
in cumulative fixes 5.02.14 and 5.1.1.8.
