What is the difference between business process templates and
business process instances?
Answer:
A process template is a deployed and installed process that is
used as a template for process instances at run time. It contains all
information of a process model. The process templates can be managed in
the WebSphere® Application Server Administrative Console.
A process instance is an instance of a process template. Multiple
process instances of the same process template can be executed in
parallel.

Is it possible to stop a process template?
Answer:
Process templates can be stopped.
Process templates support the following administration tasks:
Process templates can be started and stopped
individually. If a process template is stopped, no new process instances
of the corresponding process can be created. This means that an
administrator can disable certain functions of a workflow application, for
example, for maintenance reasons. Each process template has a state which
is either started or stopped.
