The default option upon a save conflict needs to be changed
from overwrite to discard. This will help perserve the
integrity of the repository. The overwrite option is meant
for advanced users. This will also line up admin console
behavior with wsadmin, where the default is not to overwrite
conflicting files.
Problem conclusion
Updated the admin console JSP to make "Do not overwrite"
the default option when there is a save conflict.
