The template file, jdbc-resource-provider-templates.xml had
databaseName as a required property for some SQLServer
DataSources, when in fact that property is not required by
those resources.  Also, certain default timings for the JDBC
Connection Pool resources were not consistent with the
InfoCenter documentation.
Problem conclusion
Updated ProcLib.jacl to make corrections to
jdbc-resource-provider-templates.xml.
