WebSphere incorrectly generates the java source file for a JSP
containing tag libraries.  Since a JSP can contain multiple tag
libraries, WebSphere needs to check for the existence of Tag
Extra Info parameters since a tag may be reused.
Problem conclusion
Modified the generation of the JSPs .java file to properly
scope Tag Variable Info objects within the begin and end
elements for each tag.
