Red Hat Enterprise Linux version 4.0, Update 1 on zSeries has issues with qeth driver over real OSA
 Technote (FAQ)

Problem
Red Hat Enterprise Linux® version 4.0, Update 1 on zSeries® has issues with qeth driver over real OSA which can adversely affect WebSphere® Application Server products. The queth driver receives a buffer exceeded problem after a number of network sockets have been opened, which prevents any further communications from taking place through that network interface.

Cause
This is a known problem with Red Hat Enterprise Linux version 4.0, Update 1 on zSeries systems. The qeth driver over real OSA on RHEL 4 Update 1 (kernel level 2.6.9-11.EL) is known to have an issue when a number of network sockets have been opened. This issue causes the driver to experience a "buffer exceeded" error that prevents further communications from taking place over that network interface.

System administrators can test if the system has encountered this problem by running the ping command. When the system is affected by this problem, the ping command will return the message: No buffer space available.

Solution
IBM® Support recommends that clients using the queth driver over real OSA on Red Hat Enterprise Linux version 4.0 update the operating system to Update 2 or later to resolve this issue.
