Error description
When starting Apache from the Services Console the application
log has an message:
[notice] Initializing the Websphere Plugin before the error.log
file
could be opened.
.
This is cause by Apache calling the initialize routine twice.
Local fix Problem summary

* PROBLEM DESCRIPTION: When starting IHS/Apache from Services  *
*                      console the application log has the     *
*                      following message:                      *
*                      notice: Initializing the Websphere      *
*                              Plugin before the error.log     *
*                              file could be opened.           *

* RECOMMENDATION:                                              *
****************************************************************
IHS/Apache calls the initialization routine twice upon startup.
The first call is before the error.log has been opened resulting
in the error being logged in the Windows Event View log.
Problem conclusion
Added a flag so that full plugin initialization only occurs on
the second call of the initialzation routine.
