Error description
If we start a server using the Windows Services panel, then use
the Task Manager to kill that process, WASService will
continually try to restart the app server (if we specified
-restart true when we added the server using the WASService
command)

The following occurs over and over again in the log:

ADMU3028I: Conflict detected on port 8880. Likely causes:
 a) An instance of the server server1 is already running
 b) some other process is using port 8880
ADMU3027E: An instance of the server may already be running:
  server1
ADMU3002E: Exception attempting to process server server1

WASService.exe should be corrected to check if we have already
restarted the server before attempting to restart it.
