Error description
Configuration validation is failing when validating server
configuration that has a JVM with duplicated system
property names.  A validation error is created with a
null message ID.  This causes a subsequent failure to
resolve the test of the validation message.

Certain validations of property names were using null as the
ID for the message for duplicated property names, and were using
the ID for duplicate names as the ID for missing property names.

This resulted in either the generation of incorrect text for a
validation message or in the failure to resolve the text of a
validation message.

The cases were:

    Security Validation:
        TA Interceptor Properties Validation
 User Registry Properties Validation
 System JAAS Login Module Properties Validation
 Application JAAS Login Module Properties Validation

    Server Validation:
        JVM System Properties Validation
 Component Properties Validation
 Service Properties Validation

The symptom of is this problem are several, depending on the
particular validation rule which is broken, and depending on the
particular properties validation being run.

There are two cases: First, a property name is duplicated,
resulting in a message with a null ID, resulting in turn in the
failure to resolve the text of that message.  For example:

Second, a property name is absent, resulting in incorrect
message text, for example:

CHKW2091E: More than one property under a java virtual machine
(JVM) have the name ws.ext.dirs.

Under WSAD this problem occurs when importing a configuration.
The symtom is a pop up dialog showing a validation message
having no text.  (The message text field of the dialog is
blank.)
Problem conclusion
A code change and a fix was created incorperating the code
change. Null messages have been fixed.
