Error description
When full page cache is enabled and you are using the
do not consume property to exclude some of the dynamic content,
intermittently you will get the excluded content in cache.

The incorrect content can also be seen via the Cache Monitor.

Problem conclusion
Modified the fragment caching logic to fix this random failure
where do-not-consume is incorrectly reset to false during the
processing of a cache miss.
