Invalidations were not flowing to the external caches if the
<sharing-policy> of the cache entry is not NOT-SHARED
Problem conclusion
The code was modified to not check for sharing policy before
sending out invalidations to external caches since it was not
necessary.
The fix for this APAR is currently targetted for inclusion
in 5.02.10 and 5.1.1.4.
