Error description
Currently there is no way how to disable RefreshInterval in the
plugin-cfg.xml file completely. There are some situations where
our customers would like to disable this directive so that
always the old plugin-cfg.xml file that was loaded at IHS
start-up will be used, no matter if the plugin-cfg.xml was
canged or not.

As I stated before, currently we do not have any PMR for this
issue but some IBM cstomers stated that they would like to have
ability.

This change needs to be done in these plugin releases:
a) WebSphere 4.0
b) WebSphere 5.0
c) WebSphere 5.1
d) WebSphere 6.0
Local fix
N/A, maybe to set RefreshInterval to a very large value, but
also I do not know what is the current maximum value for
RefreshInterval.

There are some instances where a customer wishes to not have
the plugin reload the plugin-cfg.xml after the webserver
has been started. Currently there is no way to disable the
reloading of the plugin-cfg.xml file.
Problem conclusion
Updated plugin to allow for disabling the the reloading of
the plugin-cfg.xml file. Setting RefreshInterval to -1
disables the reloading of the plugin-cfg.xml file by the
plugin. If changes are made to the plugin-cfg.xml after
the refresh is disabled the user **MUST** restart the
webserver for those changes to be picked up by the plugin.
