Closed as program error.
Error description
When signed in as a non-admin user on the Administrative Console
and you traverse down through
Resources -> JDBC Providers -> DB2Mainframe -> DataSources the
drop down fields "Component-managed Authentication Alias",
"Container..Alias", and "Mapping...alias" do not show. If you
view the J2C Authentication data entries and then go back to
the datasource panel the dropdown list is shown.

Here are the specific steps I took to recreate this problem.
It does not matter which JDBC Provider or Data Source that is
used. The main contributor to the problem is that a user with
non-admin privileges is used to log on to the Admin Console.

I signed in as TEST5 which is defined as non-admin with
"Operator, Configurator, Monitor " privileges. I went though the
following panels:

Resources > JDBC Providers
Picked DB2 Universal JDBC Driver Provider > Data Sources
Picked db2uni
On the Configuration panel these three fields have empty
dropdown boxes:
Component-managed Authentication Alias
Container-managed Authentication Alias
Mapping-Configuration Alias
This is not correct. I then go to the Related Items section and
click J2C Authentication Data Entries. I use the navigation list
at the top of the panel and click on the db2uni (Data Source
Name). Now the panel shows valid dropdown lists for all three
fields.

I tested with other users and this is the results:

Local fix
Click the J2C Authentication Data Entries panel and then go back
to the data source panel to see the dropdown list.

Problem conclusion
Code has been changed and now when signed in as a non-admin
user traversing /Resources/JDBC Providers/DB2Mainframe/
DataSources drop down field "Component-managed Authentication
Alias", "Container..Alias", and "Mapping...alias" are filled.
Theses fields were unfilled before the fix and now are filled.
Temporary fix
Fix uploaded to pq9999 site.
