Closed as program error.

Error description
When ESI is enabled, plug-in needs to establish separate
connections to appserver to process nested ESI requests.  Such
connections were not closed or returned to the pool for reuse.
close_wait connections are not cleared up and new App server
connections are created.
Local fix Problem summary

Some sockets are not closed by the plug-in when ESI is enabled.
Problem conclusion
Plug-in now either closes such a connection or returns it to
the transport connection pool.
