Error description
PROBLEM DESCRIPTION: If an application changes the timezone
with TimeZone.setDefault(), it can effect the time system wide
(java process, all applications in WebSphere, including the log
files).
Some classes that are affected by this include the DateFormat
class which uses the TimeZone.getDefault() to initialize a
SimpleDateFormat object used within the WebSphere Application
Server RAS component for logging.

When an application changes the default timezone the log files
will start using this timezone after they rotate. This happens
because the timezone obtained at server startup is not saved.
Problem conclusion
The logging will cache the timezone obtained at the time when
server started.
The fix for this APAR is currently targeted for inclusion
in cumulative fixes 5.02.16 and 5.1.1.10 and fixpack 6.0.2.9.
