Error description
WebSphere always comopiled the jsp to UTF-8 encode. So if user
has other encode in JSP and need to access the JSP in debug
mode, WebSphere may throw exceptions

Application Server's JSP compiler always compiled JSPs in UTF-8
format, which may not comply with the encoding in the user JSP.
Problem conclusion
Application Server's JSP compiler now uses the javaEncoding
attribute specified by the user to compile the JSP
