PQ71826: When deploying an .ear file with EJB & Web module pointing to different cluster members, plugin-cfg.xml is incorrectly updated

Error description
Senario:
Customer is wanting have the EJB point to a different spot then
the Web module and do so during deployment.

Problem:
Installation completes w/o errors.

However, the plugin-cfg.xml file shows incorrect information as
the Web module entry in the EJB's URI Group as seen here:

Local fix Problem summary

* USERS AFFECTED: WebSphere Application Server Version 5.0     *
*                 users who split the EJB and Web modules      *
*                 on separate machines.                        *

* PROBLEM DESCRIPTION: The plugin config generator would       *
*                      generate duplicate entries when EJB     *
*                      and Web modules were split.  This would *
*                      result in the plugin failing to route   *
*                      requests successfully.                  *
****************************************************************
* RECOMMENDATION:                                              *
****************************************************************
The plugin config generator would add duplicate entries
whenever a split EJB and Web configuration were implemented.
This would cause the plugin to try and route web requests to
the EJB server which would fail.
Problem conclusion
Added checking in the plugin config generator to ensure that
a web module is installed on the target server before adding
rules for it.
