Local fix Problem summary

* PROBLEM DESCRIPTION: With the introduction of a new          *
*                      Transaction Service in Application      *
*                      Server 5.1, problems have been          *
*                      encountered where an application is     *
*                      unable to continue after a call to      *
*                      setRollbackOnly has been made.          *
*                                                              *
*                      If transaction is marked for rollback,  *
*                      then the next attempt to call an EJB    *
*                      (TX attribute Required) results in a    *
*                      CSITransactionRolledbackException.      *
*                                                              *
*                      This APAR allows processing to          *
*                      continue.                               *

* RECOMMENDATION:                                              *

Allow processing to continue after a transaction has been
marked for rollback.
Problem conclusion
To prevent the CSITransactionRolledbackException, eliminated
the exception thrown during preInvoke if the transaction has
been marked for rollback.

The fix for this APAR is currently targetted for inclusion
in 5.1.1.4 and 6.0.0.3.
