Using SOAPElement Type in a web service Request Message Causes deserialization Problems
 Technote (troubleshooting)

Problem(Abstract)
If you use a SOAPElement type with extensible markup language (XML) namespaces in a web service request message, the message is deserialized incorrectly.

Cause
When you use a SOAPElement type in a request message that also uses XML namespaces, the namespace should propagate down to child elements.

There is a known defect that causes the child element to be deserialized to the incorrect parent element.
