Deploy of a partial application does not expand the binaries in installed Application folder

Problem(Abstract)
When installing a partial application update that is stored inside a zip file created using the Java™ Zip utilities the binaries were not updated in the installedApp folder. The partial zip file created contains a file name that contains NLS characters. In the tested scenario the file name contained Latin characters.

If an export of the application is done after installing the partial application then it shows the application was correctly updated with the latest updates. So the problem is not really with a install but is really an issue with the expanding of the binaries of the updated application.
 
Cause
The problem is with java.util.zip.ZipEntry : getName() JDK call which returns garbage (??????) characters
 
Resolving the problem
At present there is no solution as it is dependent on SUN® providing the fix. The problem report is opened with SUN and the following URL gives more info:

The only workaround at present is to rename any file that contains non-IS0-88459-1 characters (Latin 1) in the file name so that it only contains IS0-8859-1 characters (Latin 1).
