Closed as program error.
Error description
When designating JSP attribute C:\SCRATCHDIR, receive
classdefnotfound.
The scratch directory (CscratchDir) is a valid name on z/OS. It
is creating the directory with this name but when it's trying to
load the class from this directory, we are changing the
directory name from c:\ into c:/ hence we are not finding the
class we are looking for.

* PROBLEM DESCRIPTION: It is not uncommon to specify *
* explicitly a scratch directory for an *
* application. The appplication, of *
* course, could be deployed on different *
* systems. It may happen that the *
* designated directory may not exist on *
* the deployed system. JSP compilation *
* in these cases fails. This fix *
* redirects the scratch directory to the *
* default directory, thus enabling *
* serving of JSP pages. *

JSP compilation throws error an if the scratch directory is
non-existent.
Problem conclusion
Sometimes WebSphere Application Server should ignore erroneous
conditions and continue serving the application, after
reporting an error. A non-existent scratch directory is such a
condition.
The fix for this APAR is currently targetted for inclusion in
fixpack 5.0.2.10 and 5.1.1.3. Please refer to the Recommended
