Several things can contribute to "Internal error code 3".
Try the following suggestions to correct the issue.
Note: If the WebSphere Application Server installer reports that
the Embedded Messaging installation has failed, then it is necessary to
completely uninstall WebSphere Application Server before attempting to
re-install the product with Embedded Messaging. The installer will not
permit Embedded Messaging to be added as a feature if it has already
failed to install once.
Install WebSphere Application Server from the local desktop
The Embedded Messaging (internally, WebSphere MQ) product installer
does not function through Terminal Services. Do not perform the
installation via Terminal Services.
Install WebSphere Application Server from the local hard
drive
The Embedded Messaging (internally, WebSphere MQ) product installer
encounters issues with user authority when it is executed over a networked
filesystem. The MQ license files are installed using a different method
than the rest of the installation, which can expose problems with user
authority levels during installation.
Alternatively, this issue can be avoided by assigning the local system's
"SYSTEM" user read-rights to the shard network resource. This is not
recommended, and it is safer to use the suggestion above instead.
