Closed as program error.

Error description
Admin Console allows large number for Maximum Number of
Historical Log Files for JVM server logs which causes server
start failure.

The console will accept a value up to 2147483647 and save.
Server will not start.
Local fix
Use smaller value.

*                      server start failure.                   *

* RECOMMENDATION:                                              *

The Administrative Console allows you to set the Maximum Number
of Historical Log Files to a large number but the server
JVM will fail to start. It gives a NumberFormatException
on the logs.
Steps to Reproduce :
> Start the Administrative Console.
> Go to Troubleshooting > Logs and Trace > server > JVM Logs >
Configuration tab > Try to set a large number for Maximum
Number of Historical Log Files
> Click Apply and Save
> Check the logs you will find the NumberFormatException

There was no restriction/validation for this field before.
We are seeing the exception because the value given cannot be
contained in an integer type field.
Problem conclusion
Code has been added to validate this field.

The fix for this APAR is currently targeted for inclusion in
fixpack 5.02.15 and 5.1.1.9.
