Error description
The SOAP request is sent with Content-Type=multipart/related.
The socket from the requester goes into the
CLOSE_WAIT state, the SOAP request is then resent, the
Content-Type is changed from multipart/related to
text/xml.

The SOAP request is sent with Content-Type=multipart/related.
The socket from the requester goes into the CLOSE_WAIT state,
the SOAP request is then resent, the Content-Type is changed
from multipart/related to text/xml.

The problem was that the web services code that calls the
removeAllAttachments() method assumed that it would only be
called once.
Problem conclusion
The code has been fixed so that the removeAllAttachments()
method is called in the right place.  This fix is only
applicable to the version 5.1 web services code.

The fix for this APAR is currently targeted for inclusion in
cumulative fix 5.1.1.17.
