Error description
Customer is setting the javaEncoding parameter to a particular
value. However, it is never changed from UTF-8.

Application Server always uses UTF-8 encoding when compiling
JSPs, even if a user has set the javaEncoding attribute for the
JSP.
Problem conclusion
If a user sets javaEncoding attribute, Application Server will
use it to compile the JSP. If a user does not set this
attribute, then Application Server will use UTF-8.
Temporary fix
test fix is uploaded
