It is not possible to start a Web service automatically when the application containing the Web service starts
 Technote (troubleshooting)

Problem(Abstract)
You have a JAX-RPC Web service application within a Java 2 Platform, Enterprise Edition (J2EE™) application. The application and your J2EE application both start. However, you do not see the message "Service being initialized" until a client actually attempts to use the Web service.

Cause
This behavior is the result of a restriction in the JAX-RPC 1.1 specifications.

Resolving the problem
The Web service cannot start automatically when the application server or the application is started. The Web service always gets initialized during the first call to that service by a client.
