Error description
When you don't use the naming convertion we give for cells and
nodes then the JSP contextScopeTile.jsp to determine the scope
  fails to work.  this is because the breaking up of the string
  /cells/names/nodes/names... cannot be done properly if you
  use the word cell in you cell name.
Local fix Problem summary

If one uses the literal 'cell' in naming the cell, then the JSP
contextScoptTile.jsp which is used to determine the scope
fails to work.  This is because the breaking up of the string
/cells/names/nodes/names... cannot be done properly.
To reproduce the problem, On Admin Console,  select

 - Environment

  - Shared libraries

   - selecting a scope (cell, node or server), one receives
   java exception:  ServletException
in:/secure/tiles/contextScopeTile.jsp
String index out of range: -3.
Problem conclusion
The JSP /secure/tiles/contextScopeTile.jsp was changed to
correct this problem.  The criteria which was used to parse
the string for path was changed.
