Daylight Saving Time (DST) information for WebSphere Application Server (with additional updates for Mongolia, Morocco and Pakistan)

Abstract
Information about the impact of the US Energy Policy Act of 2005, which changes the effective dates of US Daylight Saving Time (DST) in 2007 for the US, as well as similar DST changes in other countries for 2007. Actions are required to address this issue in IBM® WebSphere® Application Server
 
Content
The US Energy Policy Act of 2005 alters Daylight Saving Time (DST) start and stop dates by four weeks. Beginning in 2007, DST will start on the second Sunday of March, and end on the first Sunday of November. Please refer to the US Department of Energy Web site for more information about the Energy Policy Act of 2005.

Because of this change, APARs, maintenance, or other actions are required to update WebSphere Application Server.

Note: In addition to the U.S. DST changes (which, for 2007, would mean a DST start date of Mar 11 and a DST end date of Nov 4), the WebSphere Application Server fix information described in this document also address time zone changes in the following countries:

  • Bahamas, Bermuda, Brazil (including updates for 14 Oct 2007 change), Canada, Caprivi, Cuba, Egypt, Gaza, Haiti, Honduras, Indiana (Pulaski County), Iran, Mongolia (including an offset change in May 2008), Morrocco (including updates for 29 May 2008 change), New Zealand, Nunavut (Resolute), Pakistan (including updates for 29 May 2008 change), Syria, Turkey, Turks and Caicos, Venezuela (including update for 09 Dec 2007), and Western Australia.
  • Update required for some Indiana Counties: Some Counties in Indiana require an update for the DST to change the offset to Eastern Standard Time (EST). The affected counties in Indiana are Daviess, Dubois, Knox, Martin, and Pike Counties.


How do I know if my systems could be affected?
All WebSphere Application Server releases will be affected by this DST change. In addition, your operating systems could be affected.

What could happen if I do not update my systems?
Any time zone-based application that uses time may be affected, particularly during the additional weeks of extended Daylight Saving Time.

The following typical scenarios and operations will produce incorrect results as a consequence of using the time offset by one hour:
  • Time format and display
  • Time zone name display
  • Operations which check whether a particular date is in daylight savings
  • Computations and/or business logic based on daylight savings time, etc.
  • Any of the above that run on a system whose time is set to a time zone other than the US time zone, but does computations based on a US time zone

What actions do I need to take?
All releases of WebSphere Application Server (including Application Client, and Application Plug-ins) up to and including V6.1, in some cases, require fixes to be applied to resolve this DST change. In addition, you may also need to apply fixes to your operating systems.

Note:
If you have already run the IBM Time Zone Update Utility for Java™, JTZU version level 1.0.6p, dated 5 December 2006, or later, (with the except of Bahamas requiring minimum JTZU version 1.1.7a, and V5.0 and V4.0 on Sun Solaris platforms requiring minimum JTZU version 1.3.7a, or if using three-character timezone identifier, on V5.1, or later, requiring minimum JTZU version 1.4.7c, or New Zealand requiring minimum JTZU version 1.3.7f, or Brazil, Egypt, Gaza, Iran requiring minimum JTZU version 1.3.7h, or Indiana counties Daviess, Dubois, Knox, Martin and Pike requiring minimum JTZU version 1.6.7h, or Morocco or Pakiston requiring minimum JTZU version 1.6.8c, or Mongolian offset change of May 2008 requiring minimum JTZU version 1.6.8c), you do not need to apply any of the WebSphere Application Server fixes in the following table or rerun the JTZU utility. If you have already run 1.3.7h or 1.6.7h for Venezuela, you must now update your systems with the latest JTZU version 1.6.7j for the new 9 Dec 2007 Time Zone update (see particulars in WebSphere versions list below).

To determine if you have already run the proper JTZU for your country, check the JTZU version level in your JTZU logfiles, or refer to IBM Time Zone Update Utility for Java for instructions on how to run the tool in "DISCOVERONLY" mode. Refer to JTZU Readme file for information about creating a logfile that contains the JTZU version level. If you need to rerun a newer version of JTZU, or wish to apply a WebSphere Application Server fix for this issue, please refer to the tables below to determine the appropriate fix for your system.

IMPORTANT: Exception to fix tables below, if using three character timezone identifier
If using three character timezone identifier:
  • For those using the JTZU tool option: JTZU must be at a minimum level of 1.4.7c.
  • If you chose not to use the JTZU tool to resolve the DST problem, you must upgrade to at least Java 1.4.2 SR7, or later, or Java 5.0 SR4, or later, as appropriate for your release of WebSphere Application Server. You must then manually add the Java command argument -Dibm.dst.compability=true to enable DST adjustments (e.g., "EST" or "MST" time zones).

Option of IBM Time Zone Update Utility for Java (JTZU ) tool to resolve DST issues:

The IBM Time Zone Update Utility for Java (JTZU) is a utility for applying the DST changes to your Java systems. The tool should be used where noted above, and in situations where upgrading to the recommended WebSphere Application Server DST fix is not an option for you.

IBM understands that significant upgrades to installed WebSphere Application Server systems may require substantial periods of planning and testing to minimize risks. Therefore, we recognize that situations may arise where these risks are high and we are offering a mitigation in the form of this JTZU utility program for updating existing product bundles and installed binaries, including back-level service refreshes.

Change History
30 May 2008 Updated with new JTZU 1.6.8c information for DST changes to Pakistan and Morocco. Also Morocco has had an offset change which is in JTZU 1.6.8c.
  • For Pakistan: DST begins on June 1st. The clocks will move forward from 12:00:59 AM to 1:01:00 AM. The UTC Offset will change from +5 hours to +6 hours for Pakistan. DST will end at 12:00:59 AM on Sunday, August 31. At this time, the clocks will roll back to 11:01:00 PM on Saturday, August 30. The UTC Offset will change from +6 hours to +5 hours for Pakistan.
  • For Morocco: DST will begin on Saturday, May 31 at 11:59:59 PM when the clocks will move forward to 1:00:00 AM on Sunday, June 1. This will result in the UTC Offset for Morocco changing from 0 to +1 hour. DST in Morocco ends on Saturday, September 27, at 11:59:59 PM. At this time, the clocks will roll back to 11:00:00 PM on Saturday, September 27, and the UTC offset will change from +1 hour to 0.
  • For Mongolia: An offset change that affects DST start and end times for Offset: GMT-04:30, 01 Apr 2008 (back-dated).
28 Mar 2008 Updated fix information for some Indiana counties (counties listed below): Distributed V6.1 HP and Sun platforms may use either the SR6 fix or the JTZU. Distributed V6.0.2 ,6.0.1, 5.1.1 and 5.1.0 HP platforms may use either the SR10 fix or the JTZU. See details above in "DST fixes for WebSphere Application Server" section.
