Administrative console login fails after adding Console Users and groups

Problem(Abstract)
After adding a new Console User in IBM® WebSphere® Application Server V5, users cannot login to the administrative console.
 
Cause
When adding a new Console User, the system must be rebooted in order for that user creation to take effect. There is no way to add an individual Console User dynamically.
 
Resolving the problem
A work around for this is to add a Console User, then add the user to a group that is already defined in the WebSphere Administrative Console. As part of that group, the user should be able to login without a reboot.

In addition, there is no functionality in wsadmin to add Console Users or Groups.

Console Users and Console Groups information are stored in admin-authz.xml
Install_root /config/cells/<cellname>/admin-authz.xml

As indicated in the V5.0 Information Center, the admin-authz.xml file cannot be modified using any administrative tools, including wsadmin or Java™ APIs:

This is not a defect and the product is working as designed.
