User Privileges and Authority Needed for V4.0 and V5.0 on Windows 2000® or Windows XP®

Problem(Abstract)
If attempts to logon to an HTTP Session with a local userid that has administrator authority fail due to insufficient authorization, you may need to set some additional user privileges.
 
Resolving the problem
Having administrator authority is not necessarily enough. There are several privileges required for users on a Windows® system, and they differ depending on whether or not the machine is a member of a Windows domain or not.
