PQ72703: Websphere plugin attempts to read the content body of a HEAD request

APAR status
Closed as program error.

Error description
Customer is trying to make a HEAD request to a websphere
resource. Observes that there is a 5 second delay when he goes
via the pluggin. Pluggin should not need to read the contents of
a HEAD request at all.
Local fix
Until an fix can be made customer can disable ESI by adding the
below
statement in the plugin-cfg.xml:
    <Property name="ESIEnable" value="false"/>

HEAD request fail when ESI is enabled because the plugin
attempts to read the response body on the response when one does
not exist.
Problem conclusion
Modified the plugin so that the response body is not read on
HEAD requests.
