APAR status
Closed as program error.
Error description
Client is trying to use a file called client-config.wsdd in a
war file. It is packaged under web-inf\classes directory. All
the artifacts that make use of the above file are also packaged
in the war module. The classloader mode set is MODULE and it is
set to PARENT_LAST.
Client starts the server however the above file is not being
picked up.
There is another file by the same name that is packaged in the
wsif.jar file in lib folder which is the one that gets used.
Client put the above file in websphere\appserver\classes folder
and in that case it does get picked up (makes sense because
classes subfolder will get picked up before lib folder). The
above is obviously not desirable since everyone will make use
of it.

The file client-config.wsdd has been removed from wsif.jar as
it is no longer needed.
Problem conclusion
The correct file is now picked up by the classloader.
The fix for this APAR is currently targeted for inclusion
in cumulative fix 5.1.1.10 and fixpack 6.0.2.9.
