Local fix
Hard code the path to the dtd file.
Problem summary
XML importsucceeded from the command line,
but not from within their Java program calling XMLConfig
programatically.
Parser could not resolve DTD because import file used
$XMLConfigDTDLocation$ which had never been replaced by an
actual value.
The variable was only called from the constructor
XMLConfig(Hashtable arg) and not the other constructors.
Problem conclusion
Made changes in XMLConfig constructor for 3.5.4 and higher
and any future releases.
