"com.ibm.ejs.sm.util.process.exception.ProcessOpException: Error creating new process. 013: Permission denied" encountered when starting Application Server as non-root

Problem
After configuring WebSphereŽ Application Server to run an Application Server as non-root, the Application Server fails to start with the following error in the admin server tracefile:

[01.11.15 10:33:01:255 CST] e512b7c0 ActiveServerP W Failed to start the server: "Application Server" com.ibm.ejs.sm.util.process.exception.ProcessOpException: Error creating new process. 013: Permission denied
Cause
This occurs because the non-root (non-administrator) user that the Application Server is running as does not have the file/directory permissions to write to its own stderr and stdout files.
Solution
Verify that the directory and files defined for the stderr and stdout file of the Application Server have read and write privileges for the non-root user.
