Error description
Customer has configured application server environment with
sufficient registered resources to generate plugin data as
follows:
- queues.properties: 623 lines
- rules.properties: 1744 lines
- vhosts.properties: 250 lines
There appears to have been a limit exceeded in one of these
files.

Local fix
Customer is unwilling to remove some of the entries in any
off their current properties files.
Problem summary

* PROBLEM DESCRIPTION: Properties files (rules, vhost, queues) *
*                      which contain lines longer than 2k      *
*                      fail to load.                           *

* RECOMMENDATION:                                              *

Properties files that contain lines greater than 2k fail
to load.  This failure occurs because the buffer allocated
to store the data was not quite large enough.  Failure to
load these properties files cause all requests that should
be handled by WebSphere to fail.
Problem conclusion
Increased the buffer size to allow for the properties files
to contain lines greater than 2k.
