PQ45977: XMLCONFIG SUBSTITUTE DOES NOT WORK WITH SPACES. GIVES "INVALID COMMAND LINE!! ODD NUMBER OF ARGUMENTS SPECIFIED"

Error description
if you have an XML file that uses a substitution variable when y
ou run the XMLConfig with the -substitute if the variable name h
as spaces it in you get an Invalid Command Line!! Odd number of
arguments specified error message.
Local fix
Problem summary
XMLConfig and the substitution value contains a space
(ie: "NODE=test;SERVER=Default Server").  An 'odd number of
parameters' error is thrown because it treats the space as if it
were a new parameter.
Problem conclusion
look to see what is after a space.  If a space is found it will
then look for a "-" to signify a new parameter.  If no dash is
found then it will try to concatenate the two values seperated
by a space. It will then continue on with further testing to
verify that the syntax is correct.  The file that was changed
was XMLConfig.java.
