Error description
This description is based on L3SM testing with DB dump obtained
from the customer.
Confirmed problem scenario with system management
architect and also
looked at past problems associated with this code.
There are several
reports of repository corruption associated with
the call tounilateralCommit(). It has the effect of committing
the transaction eventhough the application may be in the middle
of a complex operation on the repository and may have made
several updates and still have several more to do. This
has a tendency of causing WAS repository inconsistencies
(what is popularly known as corrupt repository).

Regeneration of plugin configuration during admin server
startup is an expensive and complex task.  When multiple
application servers are sharing the same repository, each
application server can possibly attempt to regenerate the
plugin configuration at the same time causing database
corruption.
Problem conclusion
Changed the task of running Plugin Regeneration to be a
scheduled task to prevent multiple requests for plugin
regeneration from occuring at the same time.
