Error "The JCE framework is invalid"

Problem
Using Ikeyman to create or update keystore file caused "The JCE framework is invalid" error message.
Cause
An installation of WebSphere shipped with Tivoli Enterprise Console (TEC) had several of the JCE jar files with names in upper case characters.


Files are located in the <WebSphere_Intall_Root>/java/jre/lib/ext directory.

    IBMJCEPROVIDER.JAR
    IBMPKCS.JAR
    IBMJCEFW.JAR
    IBMJCEFIPS.JAR
    LOCAL_POLICY.JAR
    US_EXPORT_POLICY.JAR
Solution
Renaming the files to the same name but using lower case characters
