Closed as program error.

Error description
Cust is getting webserver errors written to web server error log
on a daily basis, but nothing appears in our trace.webserver.*
log file. Creating apar per PK to create an efix to correct
this problem. Cust states that sometimes they have to reboot
server.
Local fix
Problem summary
Plugin implements Netscape logging call back function.  This
results in the Plugin Logging to the Netscape access log and
not the OSE trace logs.
Problem conclusion
This problem has been corrected in:
native/plugins/ns_plugin/ns_plugin.c
