Error description
Sybase uses JZ006 as a generic error for both fatal and non-
fatal errors. When WebSphere gets this error, we dump the
connection pool.  Sybase is going to add to this error msg, when
non-fatal, through the set next exception method, a java io
exception. This apar is to differentiate between the fatal and
non-fatal JZ006 errors, and only dump the connection pool for
fatal errors.

Sybase uses JZ006 as a generic error for both fatal and non-
fatal errors.  When WebSphere gets this error, the connection
pool is dumped.  Sybase is going to add to this error message,
when non-fatal, through the set next exception method, a java
SQLException.  On the SetQueryTimeout() method is
specifically where we would get the non-fatal version of
the SQLException.
Problem conclusion
The portability layers was modified to work with Sybase
EBF 10105, which is required with this APAR.   WebSphere is
now are able to distinguish between the fatal and
non-Fatal JZ006 SQLExceptions.
