| Error description
If customer stops Admin Server with kill -9, the nanny process
will restart it. But when a user tries to access a web resouce
they will get and error 500. This only happens with security
enabled. With security disabled, there is no problem getting to
the web resource.

Gist of problem reported is that, if security is enabled, and
the admin server killed via SIGKILL, then application
servers will start but won't serve pages. Reported problem:
"IBM WebSphere Security Unable to initialize security context"
It was reported this scenario works fine with security
disabled.
Security L2 tried to reproduce problem but was never successful
but they thought they might have reproduced part of the problem
but when they requested more trace data, it seems that customer
is now focusing on other problems and does not have time to
pursue this problem.
Spoke with L2 and L3 security and we concurred that closing
APAR at this time is appropriate. It can be reopened if
customer wishes to pursue. servers will start but won't serve pages.
