Error description
Need to prevent WebSphere from attempting to create
SESS_INDEX when using DB2 on OS390.

* PROBLEM DESCRIPTION: In the persistent mode the session      *
*                      manager is attempting to create a       *
*                      unique index when DB2/390 is used as    *
*                      the database for sessions persistence.  *

* RECOMMENDATION:                                              *

In DB2/390 the sessions table along with the indexes are
created manually.  However, the session manager is still
attempting to create the index causing SQLExceptions to be
thrown.
Problem conclusion
This fix will cause the session manager not to attempt to
create a index if the database is DB2/390.
