Error description
After deletion of compiled JSP files from the temp folder
and making any change to the JSP file, reloading JSP file
from the browser does not show correct update.
For any subsequent change in the jsp file, it shows the
right updates.
If restarts the web application before reloading JSP, then
the problem does not occur.
Local fix
Problem summary

Problem conclusion
Although this is not a recommended method for deleting
from the temp directory without a restart, no documentation
existed saying it is not allowed.
-- Modified the compiler to check a hashtable of served jsp's
in case of deletion. This hashtable will track the current
version for each jsp that has been served and allow WAS
to handle the situation where the temp dir is deleted without
a restart.
