. I/O Error while processing the security bootstrap repository. . This problem is less intermittent the more application servers are running. In one case, running 35 application servers caused this problem to occur readily when stopping an app server.

secbootstrap file gets corrupted while stopping application
servers if too many application servers are deployed in a
single node. (35 application servers were configured on
the reported system). The problem was caused in
deregistering ports from secbootstrap.
Problem conclusion
The deregister to secootstrap seems not work properly.
Temporary fix
testing eFix has been send to customer
