LTPA returns list of group names which has a # character but
WebSphere ignores the #.

Problem summary
LTPA returns list of group names which has a # character but
WebSphere ignores the #.
Problem conclusion
Code done to fix this in the implementation of the
SecurityAttributeList class. Completely
changed implementation except for certain public methods.
Fixed for on 3.5, 3.02, and will be fixed for future
implementations.
