Error description
Cannot use < or > for a userid within WebSphere Application
Server.  This is not documented in official docs.
Additional information:
When installing WebSphere 3.5 on Windows 2000, utilized a
password that had started with a '<' and end with a '>'.
It appears that Windows accepts this configuration, but
WebSphere does not.  As a result, the WS ADMIN SERVER does
not get added to Windows Services and the default server
configuration did not get loaded.

Local fix
Problem summary
Changed the Windows install files so they instruct users not to
use < or > characters for the user ID or password on Security
Options panel of the installation program.
