Error description
JSP 1.1 DELETED JSP STILL DISPLAYED AFTER RELOAD TIMEOUT
For JSP 1.1, when a JSP is deleted from the file system, the JSP
continues to be served even after the reload timeout.
Correct behavior would be to return a 404 after the reload
timeout.

Problem summary

* PROBLEM DESCRIPTION: When the developer deletes or renames   *
*                      a jsp file, the original jsp file is    *
*                      still being served to the client when   *
*                      requested.                              *

After a jsp file has been converted to a class file,
WebSphere was not checking to see if the original .jsp
file still existed in the filesystem.  Since WebSphere
knows how to correlate jsp filenames with generated
.class name, WebSphere continued to service requests
for that jsp file until the .class file was removed.
Problem conclusion
Added a flag to set if the .jsp file exists during the
isOutdated check for modified jsp files.
