Intermittently, the sas.server.props file gets truncated so that WAS fails to start.

Intermittent corruption of the sas.server.props file prevents
the server from initializing.  The corruption occurs at server
shutdown.  The specific scenario resolved was an intermittent
corruption that occurred if the sas.server.props.future file
did not exist.
Problem conclusion
Not all sas.server.props corruption issues are resolved by this
APAR.  Only those relating server shutdown and the existence of
sas.server.props.future.  The existence of this file is now
checked before an attempt is made to propagate updates from it
to the sas.server.props.
