Local fix
Tried setting the UserID and GroupID to something different in
WAS AppServer(s), but still failed. Had customer to specify a
different GroupID in Solaris, but still failed.

Problem conclusion
A more elaborate scheme put in place to inform the
of just why the situation is invalid.  This will
be checked in the admin console when the setting is attempted to
validate it is an acceptable setting and if not - throw back an
message to the user explaining why.
