Error description
There is a performance problem with the classloader where
EJB Dependent Classpath classloader does not appear to
cache the classes that have already been loaded.

This is defect 130592 in WAS code library.

Problem summary

* PROBLEM DESCRIPTION: EJB ClassLoader incorrectly added       *
*                      duplicated paths, causing performance   *
*                      degradation.                            *

The dependent classpath for a node was repeatedly added into the
EJB ClassLoader resulting in a significant performance
degradation proportional to the size of the dependent classpath
and number of EJBs installed.   Symptoms of the problem include
excessive disk I/O and slow loading of classes and resources.
This also contains a fix for the Web Application classloader to
short circuit the search for unfound resources.
Problem conclusion
EJB ClassLoader was modified to eliminate duplicate paths.
Servlet classloader was modified to short circuit the search
for resources that were previously not found.
