PQ47070: SAME FILE IS INCLUDED MULTIPLE TIMES IN PAGE, PAGE WILL NOT COMPILE THROWS AN EXCEPTION POSSILBILY A RECURSIVE INCLUDE.

Error description
The problem is that when the same file is included multiple
times within a  page (start2.jsp) or the same file is
included with nested include files (start.jsp) the page
will not compile and throws an exception referencing
the possilbility of a recursive include.
NOTE:  These same pages work just fine under JSP 1.0 running on
WAS 3.5.2.
