Description for the APAR - The Plugin
Apache API needs clean up the file handles for
the Plugin Trace files.
This prevents a file handle leak on Apache
gracefull restarts. Local fixProblem summary

* PROBLEM DESCRIPTION: When IHS users issue the *
* "apachectl graceful" command the *
* webserver is restarted but the file *
* handle to the plugin log file is not *
* cleaned up. This only occurs on *
* AIX. *

* RECOMMENDATION: Without the efix customers should avoid *
* using the "apache graceful" command if they *
* are low on system resources. *

When IHS users issue the "apachectl graceful" command the
webserver is restarted but the file handle to the plugin log
file is not cleaned up. This only occurs on AIX. Problem conclusion
Modified logging util for IHS so that when a graceful restart
is issued, IHS will clean up the file handlers. Temporary fix
