Error description
It seems, from observation,that WAS only restarts Generic Server
that are either killed via a signal or exit with non-zero status
.
In the case of a server that exits with zero status it makes
WebSphere -admin server to restart(Solaris)
.
If a Generic Server fails at startup, for whatever reason,WAS
Admin Console flags it as still running and any attempt to do a
'stop' or 'force stop' kills the JVM running at the node level.
.
If a Generic Server fails to startup,right  click on it
can do a successful 'ping' on it.How can this be the PID
doesn't even exist anymore?

In Solaris, when trying to stop a generic server whose pid is
zero, the admin server will restart.  This is because in
Solaris, if a process is killed with 0 pid, all processes in
the process group get signalled.
Problem conclusion
Before doing a kill in the native code, a check is made for a
non-zero pid.
