Session Manager intialization is not completing properly
because of nonavailabilty of database connections.

Restart of Application server clones and the web server

During the Session Manager startup, certain initializations
are performed which require database connections. If for some
reason, database connectivity fails, the session manager
initialization fails leading to exceptions being thrown when
requests are made for sessions later. The Session Manager
should handle this condition by attempting to initialize again
and also log error messsages to indicate that initialization
failed. Problem conclusion
This fix will cause the Session Manager to initialize one more
time if the first attempt failed and will log error messages
indicating that initialization failed. Temporary fixComments
