This temp fix contains updates for some locale definition files (.loc) and
character map files (.cm), as well as the actual locales (.lcl).
For Windows the temp fix contains:

ibmcppw\locale\zh_cn\ibm-1386.loc
ibmcppw\locale\ibm-1386.cm
ibmcppw\locale\zh_cn\ibm-1386.lcl

To intall this temp fix unpack the zip file over the existing files on
your system.
