This situation is triggered when the net weight for the server
application relative to other server instances defined for this
workload on the same site is zero. The net weight is calculated
by applying the Communications Server health as a percentage of
the WLM weight for this server. It is then normalized against
the other server instances (active on this same site) defined
for this workload.

- Determine whether the server application is active or
responsive. Correct any problems and restart the server application.
- Verify that the TCP/IP stack has network connectivity to
the load balancer that is routing workload requests to it. Correct
if necessary.
- Determine whether there is sufficient capacity and resources
on the system image where the server application is active.
If there is not, either adjust the priority of this server application
(from a WLM perspective) or move the server application to
another system image that has available capacity.
