The status of the stack is not active.
Valid values for stack status are ACTIVE, INACTIVE, TERMINATING, STARTING or STOP CMD.

The status indicates the operational state of the TCP/IP stack.
A TCP/IP stack status of inactive indicates that the stack has not
been started or that it has been successfully deactivated or stopped.
If the stack status is supposed to be active and automation is not
in place to automatically restart the stack, then start the TCP/IP stack.
