Normal, excessive or insufficient rates can only be determined
in relation to established baselines and service level requirements.
Throughput significantly in excess of the established baseline
indicates a change in network workload and can signify an impending
performance problem. Load balancing is a possible solution.
The probable cause of low throughput is network congestion.
