The actual cost of a plan item may be derived from the cost attribute of the PlanItem entity. Typically the actual cost should be set in this manner when the cost of the service to be delivered is fixed and may not vary, e.g. a bus pass. Therefore the user should not be able to modify the value of the actual cost.
