Cognos content must be deployed to the Cognos deployment folders before any Reports can be viewed in Cognos. The "appbuild cognos.all" command copies files to a deployment preparation location "%reporting_dir%\build\cognos, these files are then copied to the Cognos deployment folder, e.g. to the %cognos_home%\webcontent\samples folder.
