Background

There are many different types of service plans. The type of service plan created by an organization depends upon the specific goal that the plan is intended to achieve. In the US, following the 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWOR), also known as the 1996 Welfare Reform Act, states were required to engage all Temporary Assistance for Needy Families (TANF) families in self-sufficiency activities. The main purpose of these activities was to maximize self-sufficiency through employment.
