Assigning Issue Ownership

The application provides a sample issue ownership strategy which can be overridden by agencies as required. When an issue is created, the system automatically sets the user who is the case owner of the case in which the issue was created as the initial owner. Issue ownership can be transferred. The owner of an issue can be a user or an organization group such as an organization unit, position, or work queue. If the issue owner is set to an organization unit, work queue or position, any users who are members of the organization group can work on the issue.
