Since the judicial review is handled outside the organization, there is only a small number of user and case participant roles.
There are two users: the judicial review case owner and the case owner of the original item(s) under appeal.
The judicial review case owner is the user who creates the judicial review case. He or she maintains judicial review information such as statements, transcription requests, and events. Any decision(s) made at a judicial review is recorded on the system by the judicial review case owner.
The case owner of any case or issue where a decision is being appealed is automatically included as a user role on the judicial review. This user is responsible for implementing judicial review decisions.
There are three possible types of case participants: the appellant, the respondent, and any hearing representatives. A hearing representative could be a legal attorney hired to represent the appellant(s) at the hearing. If a hearing representative charges a fee, the organization must approve it before it is paid to the representative.
