Creating a Hearing Appeal Type

The first step in the hearing appeal lifecycle is hearing case creation. This process defines the application program denial, product delivery case or issue case that is being appealed, the appellant and respondent for the appeal, and the appeal details.

A hearing appeal is first created to appeal one or more decisions on a denied program application, product delivery case, prior appeal case, or issue case. Any number of additional denied program applications, product delivery cases or issue cases can be added to the new hearing appeal. Adding one of these items to the hearing appeal means that you wish the item to be considered at the hearing held for the hearing appeal case. Each additional denied program application, product delivery case, prior appeal case, or issue case that is added to the hearing appeal can potentially be owned by a different appellant.

When creating a hearing appeal, the user specifies the appellant for the appeal, the respondent for the appeal, and the appeal details. Appeal details include the estimated level of difficulty for the appeal, the reason for the appeal, any emergency associated with the appeal, for example, threatened eviction, whether or not the appellant wishes to continue benefits for the duration of the appeal, and important dates. The date the appeal request was received by the organization is recorded. If the hearing appeal case is created for a program application, product delivery or prior appeal case, the date the decision on the original case being appealed became effective is specified. If the hearing case is created for an issue case, the date that the resolution for the issue was approved is recorded.

The user has the option of sending a receipt notice to the appellant. The receipt notice acknowledges that the appeal has been created. If there are multiple appeal requests for the appeal, i.e., if multiple items have been added to the appeal, the user can generate a single appeal notice that acknowledges receipt of all the appeal requests. This notification is sent to each appellant on the hearing case appeal.
