Second level authentication can be activated/deactivated at any time. Activating second level authentication means that all active authentication factors will be displayed to a citizen and the citizen will have to submit appropriate data in order to successfully login. Deactivating second level authentication means that no authentication factors will be displayed to a citizen. A citizen will only have to submit a user name and password in order to successfully login.
