An authentication factor can be activated/deactivated at any time. Activating an authentication factor means that the citizen will be requested to submit this information in order to successfully login. Deactivating an authentication factor means that the authentication factor is not displayed to a citizen in the UA and hence the citizen does not have to provide this information at login.
