Goals can be defined by an administrator and then shared across multiple types of outcome plans. Once configured, a goal can then be added to an outcome plan by a case worker.
The name must be specified, for example, "Self Sufficiency", "Reunification", "Maintain Employment". A reference can be specified which allows the goal to be referenced in code.
