現象: 
Rationalライセンスサーバが正常に動作していません。
Rational License Key Administrator上でRationalライセンスサーバ
をポイントするとFLEXlm error: -97 エラーとなります。
ライセンスサーバ上のライセンスサーバログには下記の様に出力さ
れます。

原因:
Rational FLEXlmライセンスサーバはlmgrd/Rationalサービスを管理
するために、デフォルトで"C:\flexlm"ディレクトリを使用しています。
この"C:\flexlm"ディレクトリのアクセス許可が全てのユーザに与えら
れていない場合に、この問題が発生します。

解決策: 
"C:\flexlm"ディレクトリのアクセス許可を以下の手順で変更します。

1. Windowsエクスプローラで、C:\flexlmディレクトリを右クリックします。
2. プロパティを選択します。
3. セキュリティタブにて、[名前] ボックスで Everyoneを選択します。
4. [アクセス許可]  ボックスで、フルコントロールの [許可] を選択します。
