How to apply this fix:
Step 1: Terminate Desktop On-Call
    1.1 Click on "Start"-"Programs"- "Desktop On-Call" - "Desktop On-Call."
    1.2.Click on "Reject." 
    1.3 Click on "Exit."

Step 2: Backup the current files
    2.1 Open a command prompt
    2.2 Type "cd C:\Program files\IBM\Desktop On-Call" and press <Enter>
    2.3 Type "ren slaved.exe slave.bak"and press <Enter>

Step 3: Download and unpack fix module.
    3.1 Download ic31165e.exe on C:\Program files\IBM\Desktop On-Call
    3.2 Execute ic31165e.exe, then following three files will be unpacked. 

    - slaved.exe
    - wlcap.exe
    - comslavd.dll

Step 4:Restart Desktop On-Call
    4.1 Click on "Start"-"Programs"- "Desktop On-Call" - "Desktop On-Call."
    4.2 Click on "Accept."  

NOTICE: This fix is only for Windows 2000 SP2.
Do not apply this fix for Windows 95, Windows 98, Windows 98SE, Windows Me and Windows NT 4.0.
