Content Platform Engine stops
an index job from generating more index requests when the number of incomplete index requests is detected to be over a configurable limit. The index job resumes when the number
of incomplete index requests for the job is detected to be below the
limit.
Temporary stoppage of generating index requests is known as throttling, and is intended to help regulate the use of system resources. The status of a throttled index job does not change;
it remains IN PROGRESS.
