Draw a highlight rectangle

The Highlight Rectangle drawing tool draws a semi-transparent colored layer on top of an area of the image. This is similar to using a highlight marker on paper. The following examples show a highlight rectangle drawn on an image. The second example shows the toolbar and resize controls for the annotation.
