*   1) Download the files(s) in binary to your computer.
*   2) Stop Communications Manager.
*   3) Make a backup copy of the file below:
*       cmlib\cmconfig.dll
*   4) Unzip the JR08971.ZIP and place the NEW CMCONFIG.DLL in the
*      CMLIB directory.
*   5) STOP/START Communications Manager to implement the new fix.
