Limitation: Only regions that host a CICS Resource Definition server are listed in dialogs that generate code or CICS resources

Only regions that host a CICS® Resource Definition server (connection regions) are listed in dialogs that generate code or CICS resources such as EST and SCA.

Regions connected to those connection regions are not listed in the generation dialogs. Therefore generated artifacts can be deployed only to the region that runs the CICS Resource Definition server. CICS resources can be in defined, installed, and discarded from other regions through the Application Deployment Manifest Editor by selecting a different target region while editing a manifest. The New ADM Manifest dialogs available from the File menu and z/OS® project pop-up menu support creating ADM manifests that are not in the same region as the CICS Resource Definition server.
