pq27594 tabLabels on non-selected pages in a Windows Notebook are greyed-out

Symptom:

The tabLabels on non-selected pages in a Windows style 
Notebook are greyed-out giving the appearance that the pages 
are disabled.  This look is inconsistent with the appearance of 
non-selected pages in a Window's property sheet dialog box
or a Window's tab control.

Workaround:

Open a workspace on pq27594.st and file in the code.
