pq27062 HelpRequested no longer signalled after Menu accelerator activated

Prerequisites:

Symptom:

Once a menu button is activated using an accelerator, the helpRequested event no longer fires. If you actually press the menu button, then all is well. 
The problem only occurs is the menubutton is fired via the accelerator.

Workaround:

Open a workspace on pq27062.st and file in the code. 
Note:  This also fixes APARs pq24021 and pq23657.
