pq25799 Unable to Package in Brazilian Portuguese

Symptom:

Unable to package with make executable in v4.5 on nt4.0. You will receive a walkback with the message:       
(ExCLDTInvalidArgument) Argumento inv lido          

Note: This has been fixed in v5.0

Workaround:

Rename pq25799.cat to  EPF.cat and copy to the local \nls directory for VisualAge for Smalltalk, 
perform a "rebind Image Strings"  ( System Transcript ->Tool ->NLS ->Rebind Image Strings), 
save the Image and perform the Application Packaging again.
