pq21277 - null indicators are not being set correctly

Symptom:

	Whenever a null value is sent to a database manager the null
    indicator for that value is not being set correctly. The null indicator
    value is being set to the column instead of -1.

Solution:

	Unzip pq21277.zip, open workspace on the two files, and file in the
    patch.
