pq20609 - v4.5 Packaging Problems

Prerequisites:

 None


Symptom:

When packaging a simple DB application on AIX 
(v4.5) and OS/2, customer gets many Abt and Ew 
errors that defining as a safe message does not 
keep them from showing up in subsequent packagings.
On NT, the  messages are a little different, but 
it's the same issue.

 Workaround:

Ignore all messages starting with  AbtFormatAndVerificationHelper>>#format:
    - No implementors of #format:caseRule:
Any messages that need to address will be before these.
