pq14843 - Under Windows, using topAttachement to top align a text field with a combo-box is off by one pixel.

Symptom:

	Using the topAttachment to align the top of a text field with the
	top of a combo-box doesn't work correctly in 4.02; the alignment 
	is off by 1 pixel. This problem causes the "Align Top" function in the VisualAge
	composition editor to work incorrectly.  In 4.02 it is impossible
	to correctly align the top of a text widget (and other widgets)
	with a comb-box or a drop-down list.   


Solution:

	Open a workspace on file pq14843.st and file in the patch.
	
	NOTE - This workaround is for the VisaulAge "Top Align" function
	only!
