VALASSQL.ST - ABTMONETARYAMOUNT DOES NOT UNDERSTAND ASFRACTION

AbtMonetaryAmount does not understand asFraction.         
Problem occurs on V4.02 and V4.02b 

File in valAsSql.st to fix this problem.
