pq11922.st DISTRIBUTED LOAD WALKBACKS DURING/AFTER PACKAGING

The error only occurs when the    
VA "one-button" packager is used.  (ie. runtime image file size
is zero) The OTI "Browse packaged image" scenario works fine.

File in pq11922.st to fix the problem.
