pq07078.st  STMTIME DOES NOT WORK PROPERLY ON WINDOWSNT & 95

Displaying "(CfsStat stat: 'filename.ext') stMtime" shows an incorrect 
time "(8/8/96 5:15:26 PM)" for a file. A directory listing shows the correct
file time to be "8-8-96 1:15p". The correct time is shown in both OS/2 and       
Windows 3.1.  

File in pq07078.st to fix this problem.
