p9020.st USES OF CWSASH (SUCH AS ETINSPECTOR) HAVE SERIOUS RESIZE PROBLEM

After a window is resized, any sash that has been      
  moved becomes positioned by pixel instead of by        
  proportion.  For example, the sash always remains      
  100 pixels from the top of the browser instead of      
  1/3 of the total height.  This behavior is unexpected.
