INITIFER.ST - DB2 UDB SETS DEFERRED PREPARE TO TRUE AS DEFAULT

Db2 UDB sets deferred prepare to true as default. This results in the prepare request not 
being sent to the server until the execute is issued.  VA expects that the prepare is 
executed as it is issued.  The db2 cli deferredprepare configuration keyword must be set 
to false to execute as expected (as in Db2 2.1).  This can be done in the db2cli.ini file or 
through smalltalk code.
