PTF IP22991 fixes APAR IC58550

This fix handles the following situation:

Net Search Extender 9.5 queries that are submitted under massive 
parallel query load, fail to release locks on the NSE indexes, 
to the extent that eventually no  queriesare executed  anymore 
due to running out of (internal) lock space (error CTE0119).                                                         


Apply the fix only to Net Search Extender installations on DB2 9.5
GA, FP1 and FP2.

The PTF will be superseded by NSE 9.5 FP3, as soon as that is available.

Installation on AIX
===================
1. Stop NSE and DB2
2. as root, uninstall Net Search Extender (you don't need to drop indexes 
   or disable the database for text)
3. gunzip and untar the provided tar.gz file; cd into the aix5 direcory, 
   and run nsesetup.sh
4. run db2iupdt for all instances using NSE
5. as the instance owner, restart DB2 and NSE
