This state can be caused, for example, when an instance that the 2indicator is monitoring becomes inactive because of an explicit stop request 2or an abnormal termination. If you want to have the instance restart 2automatically after any abnormal termination, you must configure the fault 2monitor to keep the instance "highly available".
