     Detail: When trying to bring up the switch connection a CGEN error
             6073 occurs. It indicates that the encoder detected a field
             containing an invalid length. While encoding an event message,
             the encoder detected a field that was larger than the encoding
             table allows.
   Solution: The time and date format was changed to include milli-
             seconds. The ASN1 encoder table was updated to handle the
             extra bytes of data.
