  ERROR DESCRIPTION:
  The JES2 MSGHAPS190 jobname SETUP- prtname commonly known as
  the FORMS SETUP message is issued for PSF attached printers due
  to the following parameters.
  If the Printer is CHANNEL ATTACHED, the JES2 PRTxxx statement
  contains a SETUP=HALT|NOHALT setting which controls whether the
  message will be issued or not.
  If the Printer is SNA or TCP/IP attached, in the PSF STARTUP
  proc, the PRINTDEV statement for the printer MUST CONTAIN a
  SETUP=FORMS|BURST setting to obtain the HASP190 message.
