This is a placeholder for RTC licenses.  It should be replaced by real licenses during the build.

If you are seeing this, a CCB dependency is missing:

buildOrderDependencies = rtc-client-licenses

Add it to the component that zips up license files under from project 'com.ibm.team.releng.html.licenses'.
